3 (LEAGUES/CLUBS MUST INFORM COACHES AND PARENTS OF THIS POLICY)
Zero Tolerance Policy Purpose - It is the desire of all the participating Leagues and Clubs within District VI (D6) for players, parents, coaches, referees and other spectators to be able to enjoy the sport of soccer in a safe and positive environment. Referees are a valuable part of our soccer program. Each coach, player, and spectator shall at all times support the Referee and assistant Referees. Negative or critical comments directed to any member of the Referee crew will not be tolerated. (THIS POLICY IS MEANT TO BE USED AS A TOOL FOR THE LEAGUES AND CLUBS TO INSURE THAT A POSITIVE PLAYING ENVIRONMENT EXIST FOR ALL YOUTH PLAYERS FROM ALL SPECTATORS AND COACHES NOT AS AN ENFORCEMENT VEHICLE/LEVERAGE BY THE REFEREE). (LEAGUES/CLUBS MUST INFORM COACHES AND PARENTS OF THIS POLICY)

4 NO HEADING POLICY FOR: COMPETITIVE GAMES (CCSL):
CAL NORTH—CYSA NO HEADING POLICY FOR: COMPETITIVE GAMES (CCSL):  • Minimum age to head the ball is U14. Players playing up in U14 that are age 12 and under are still barred from heading. It is the Coach’s responsibility prior to the start of each match to identify any players that are age 12 and under to the referee if the match is U14 and older. When a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. However, if a player deliberately heads a ball within their goal area, the indirect free kick by the attacking team should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. (It is not a foul, does not count for persistant infringement, and is not a yellow or red card. It is just an IFK restart.)

FOR DISTRICT 6 NO HEADING POLICY FOR: RECREATIONAL GAMES : The District 6 Board has passed a Policy that there will be no heading in UNDER-14 AGE DIVISION AND YOUNGER. When a player deliberately heads the ball in a game, and indirect free kick should be awarded to the opposing team from the spot of the offense. However, if a player deliberately heads a ball within their goal area, the indirect free kick by the attacking team should be taken on the goal area line parallel to the goal line at the point nearest to where the infringement occurred. 6 RECREATIONAL GAME For District 6 Recreational Game, reporting of possible concussions/head injury as described below: Recreational (up to U-14) and CPL Games- Go to , under Referee locate D6 Send off Report. Fill out Report, check concussion box. Retain Players Pass. Send (mail) Players Pass and Report to D6 PAD Chair. (D6 PAD Chair: Larry Svetich Wellesy Way, Sacramento, Ca ) (Referee MUST notify their League/Club Referee Director as well)

7 RECREATIONAL GAME For District 6 Recreational Game, reporting of send offs and locating of playing rules as described below: Sendoffs: Retain the Player/Coaches pass and the game card. Notify your Club Director immediately. Go to under Referee print out Send off Report, and fill out report. Send (mail) Pass, game card, and filled out report (within 1 day of sendoff) as below: U-14 and Below- Contact the Club/League Referee Director of Send off For CPL- Larry Svetich (D6 PAD Chair) Wellesly Way, Sacramento, Ca (Referee MUST also notify League/Club Referee Director of send off) Playing Rules : See D6 Small Sided Guidelines 2nd Revision Handout (handout) and Player Development Initative.

8 COMPETITIVE GAME REPORTING
For District 6 Competitive Games report possible concussions/head injury, sendoffs, incident reports and locating playing rules as described below: CCSL: Go to Then click on Competitions, then click onto CCSL Referee Procedures (for Sendoff Reports , Incident Reports, and Possible Concussion/Head Injury Reporting). Click on CCSL Rules and Procedures for locating playing rules. NORCAL: Go to For possible concussions/head injury, no heading policy, sendoffs, incident reports, and locating playing rules. (Referee MUST notify their League/Club Referee Director as well for both)

10 USSF AUTHORIZED SYSTEMS OF OFFICIATING SHALL BE UTILIZED IN DISTRICT 6
One currently licensed Federation Referee and two currently licensed Federation Assistant Referees. One currently licensed Federation Referee, one currently licensed Federation Assistant Referee and one Club Linesman*. One currently licensed Federation Referee and two Club Linesman*. One currently licensed Federation Referee and no Assistant Referees and no Club Linesman*. *Club Linesman can come from one or both of the teams involved in that particular game. The Club Linesman can only call ball in and out of play, and shall not call fouls or offside. They (the Club Linesman) shall not be pre assigned and shall not be paid. Verify that each Referee in your League is currently licensed for this year. If they are not currently licensed they cannot be pre assigned to any game. THE DUAL SYSTEM OF PATROL IS NOT AUTHORIZED IN DISTRICT 6

11 ONLY CURRENTLY LICENSED REFEREES WILL BE PRE-ASSIGNED TO ANY CAL NORTH GAME. EACH YEAR WITHIN YOUR LEAGUE AND CLUB’S HAVE ALL REFEREES SHOW THEIR USSF ID CARD AS PROOF OF REGISTRATION FOR THAT CURRENT YEAR (see handout of how to download USSF ID Card-USSF Badge is not proof of registration).
