3 Context - DEAR Call : Global objective: to ensure the commitment of EU citizens to development and contribute to sustainable lifestyle patterns of EU citizens. Specific objectives: 1) to develop European citizens’ awareness and critical understanding of the interdependent world, of roles and responsibilities in relation to the development issues of the “People” and “Planet” pillars of the Consensus, and 2) to encourage their active engagement with global attempts to address these issues whilst simultaneously promoting fundamental values.

4 Priority Areas Focus Areas: migration-mobility and/or climate change-environment (one or both). Youth and work directly with citizens: Youth should be main target group (age 15 – 35). Proposals must prioritise working directly with citizens. Communication and outreach strategy: A robust and innovative communication and outreach strategy is required in the proposal. Working with communication experts is encouraged (as a co-applicant, associate or contractor). Crosscutting themes: rights based approach, EU’s fundamental values, gender equality. The spring Eurobarometer showed that citizens main concern remains migration, climate change was also high so these are the primary focus areas. Politically, there is a sense of urgency around the need to have fully informed citizens. The overall objective is about EU citizens and ensuring their commitment and sustainable lifestyles.

5 Summary of Lots: Two lots for CSOs (Lots 1&2) and one lot for Local Authorities (Lot 3) Financial support to third parties is included. Lot 1: Total amount is €43m. Project scale:€7m-€12m. Minimum of 8 EU countries. Open to all member states. Lot 2: Total amount is €14.75m. Project scale: €2m- €7m. EU 13 countries only (joined since 2004) Minimum of 5 EU countries. Lot 3: Local authorities. Total amount is €19.25m. Project scale €3m-€7m. Minimum of 5 EU countries.

6 Criteria for Lot 1 & Lot 2 Lead actors for both lots must be: legal person, non-profit, a civil society organisation or associations of CSOs, established in an EU Member State (Lot 1) or in a EU 13 Member States (Lot 2) Lead actors must be directly responsible for the preparation and management of the Action and have at least 3 years DEAR experience or global learning experience. Co-applicants must be legal person and established in a Member State of the European Union or of an eligible partner country, non-profit and be a Civil Society Organisation, an association of CSOs; or a Local Authority, an association of Las, or a private sector operator with communication/campaigning/marketing expertise.

7 Key Criteria Project duration: 24 months - 48 months
The proposal must be submitted by a minimum of three applicants (from three different countries). There must be a minimum of two co-applicant organisations. This is the same for all lots. They have to be legal persons, they could be outside of member states, civil society, an association or could be private sector (a new development with specific criteria in the guidelines). Outside of EU work: Some project activities may take place in an eligible partner country or territory on the condition that they constitute a minor part of the Action. Human Resources: max 40% of total eligible cost

There is a disclaimer on Brexit. If there is an EU-UK agreement by next year, it will be okay but if there is no agreement by March 2019, a British organisation may no longer be eligible. An entity may not submit more than one application as a lead applicant/coordinator under this call for proposals.. An entity that has applied as a lead applicant/ coordinator in one application may be a co-applicant or an affiliated entity in other applications at the same time. Financial support to third parties is a max of €60k per third party unless sub- granting is the purpose of the action which is a max of €250k per third party.
