2
Les Hippocampes JHL / Jens H Laustsen – April 2006 The Implementation of EPBD n Implementation of the EPBD directive –So far ? n Concerted Action –26 countries working together n An Example - Denmark –New Buildings / Building Codes –Certification of Buildings –Action Plan n Towards zero energy buildings ? –Recommendations
3
Les Hippocampes JHL / Jens H Laustsen – April 2006 Energy Performance: The amount of energy actually consumed or estimated to meet different needs associated with at standardised use of the building, which may include, inter alia, heating, hot water heating, cooling, ventilation and lightning.
4

5
Les Hippocampes JHL / Jens H Laustsen – April 2006 n Will the Energy Performance in Buildings Directive make a difference ? n ??? n Yes ! –but it depends on the member states ! –and you !
6
Les Hippocampes JHL / Jens H Laustsen – April 2006 THE CA IMPLEMENTATION 3 countries ok January 2006 7 partly Rest ?
7
Les Hippocampes JHL / Jens H Laustsen – April 2006 CONCERTED ACTIONS n After 1-year of preparations, we started these actions in a 2 days workshop in Rome on the 25th and 26th of January 2005 n 85 persons participated in Rome representing 24 countries, the Commission, and CEN standardisation. n Since then 3 workshops and participation is growing n From each country 3 specialists are appointed to participate in the different themes covered by the Concerted Action n Members typical from Ministries or National Energy Agencies n Major task for CA is to share information and experiences and to develop common solutions and to convergence in the countries n 8 workshops are planed all in all
8
Les Hippocampes JHL / Jens H Laustsen – April 2006 MAIN OBJECTIVE WE ALL WANT TO LEARN WITH ONE ANOTHER AND COOPERATE TOWARDS AN EFFICIENT TRANSPOSITION OF THE EPBD IN EVERY EUROPEAN COUNTRY.

Les Hippocampes JHL / Jens H Laustsen – April 2006 Energy Regulation for New Buildings New Danish rules from January 2006
21
Les Hippocampes JHL / Jens H Laustsen – April 2006 New Building Regulations in Dk n Use Energy Performance n Reduce energy demand with 25 - 30 % (5,5 l. pr. m²) n Introduce: –low energy class 2=> 75 % (4,0 l. pr. m²) –low energy class 1=> 50 % (2,5 l. pr. m²) n Demands for components too n Demands for all major rebuilding / improvements: –both large and small buildings n New demands for calculation and permits
22
Les Hippocampes JHL / Jens H Laustsen – April 2006 Three different requirements Thermal values and values for efficiency components Energy frame building (better insulation etc.) Energy Performance Use of solar energy and efficient systems or improved insulation
23
Les Hippocampes JHL / Jens H Laustsen – April 2006 Low Energy Classes new Buildings Energy performance New Buildings: 70 + 2200 / A (kWh/m2 year) Low energy class 2 Low energy class 1 Use of solar energy and efficient systems is needed ! 75 % 50 %

26
Les Hippocampes JHL / Jens H Laustsen – April 2006 Energy Certification of Buildings New certification schemes in Denmark from 2006: Based on user, not size of Buildings ! n One-Family Houses: –many each year –keep it simple n Multifamily Houses: –whole building incl. typical flats n Public Buildings – Trade & Services: –different buildings and use –can be very complicated
27
Les Hippocampes JHL / Jens H Laustsen – April 2006 Energy Labelling of buildings Energy Labelling of buildings by construction, sale and renting and regular for large buildings and all public buildings n Will be valid for 5 years n Focus on renovation of building or building parts n Focus on extra costs by exchange (windows, boilers) n More focus on heating systems and renewable energy n Focus on longer term, not just after buy/take-over n Implementation of savings and supporting activities
