Recommendations of FOIR COMMITTEE TO SUGGEST RESTRUCTURING OF GOVERNING BODY OF FOIR AND BROAD-BASING OF FOIR

2 Restructuring of Governing Body
There would be 15 Members in the Governing Body comprising: Chairman (1) Vice Chairmen (6) Members (8)

3 Chairman Senior most Vice Chairman having tenure of at least six months may be elected as the Chairman. Seniority shall be decided based on the date of appointment as Chairperson of the respective Regulatory Institution.

4 Vice Chairmen Only Chairpersons of Regulatory Commissions or Authorities shall be eligible for the posts of Vice Chairmen Three Vice Chairmen shall be from Central Infrastructure Sector 2 Vice Chairmen from State Electricity Regulatory Commission 1 Vice Chairman from Financial Sector In the event of a Vice Chairman being elevated as Chairperson, the vacancy of Vice Chairman shall be filled up by representative of the sector to which the outgoing Vice Chairman belonged

5 Members 4 from SERCs 1 from Central Infrastructure Sector
1 from Financial Infrastructure Honorary Secretary (from CERC) Honorary Treasurer (from CERC)

6 Supplementary Recommendations
Out of Six (6) representatives from SERCs in the Governing Body, three (3) shall be Chairmen of SERCs & three (3) shall be Members of SERCs which will be decided on the basis of their seniority. Out of three Chairmen of SERCs, two senior most Chairpersons could be Vice Chairmen. Seniority of the Chairpersons / Members of SERCs would be decided on the basis of their tenure in the Regulatory Commission as Chairman / Member. Any vacancy against a sector other than electricity sector would be allocated to SERCs. In the event of unforeseen circumstances, the election shall be by secret ballot.
