Independent Advice line Provider will enter into contract with householder, responsible for warranty etc. Long term – up to 25 years Contains the Golden Rule

3 Separate supervising body. Grant scheme. Two elements: 1. Carbon Reduction Obligation (open to all). SWI & Hard to treat Cavities? 2. Affordable Warmth Obligation (restricted, as Warm Front? WTC + disability?) any measure which improves the thermal performance of the property. Heating systems & Basic insulation measures

4 Assessment to include advice on actual energy use & relation to potential savings. Full GD assessment not required for ECO as boiler repairs etc would not be covered. Govt expects combination of both GD & ECO In-use factor for technologies. Assessment paid for by GD, though in cases of no GD? Not on Assessment – not in GD ECO targeted at benefit recipients or area?

5 Golden rule? Interest rises, change of occupancy, energy prices fall? Arrears treated same as energy bills! Prepayment customers have deal included on their arrears, switching? Owner of property responsible for charge during periods when property is empty. Energy company receives full credit for CO 2 reduction no matter what % of ECO funding

6 Governments own figures suggest that by 2022 ECO will only have reduced the expected number of households in fuel poverty by 550,000. Present estimates suggest that at least 4 million households are suffering from fuel poverty!
