10. 2 starting points for our programme:
A significant training programme for EY settings managers
A tried and tested methodology for sharing learning at local and regional levels
Core training with 5 specialist strands
Core 1-day training for 672 EY settings managers (8 per each local area), bringing together:
A whole setting approach to SEN and disability and
Developing managers’ understanding of responding to Speech Language and Communication Needs
5 specialist strands:
Managers’ skills in a whole setting approach to SEN and disability (320 settings managers)
Managers’ skills in ensuring their setting identifies and responds to SLCN (256 settings managers)
Local pathways for SLCN, with advanced training (30 level 3 trainees: settings managers and others)
An understanding of settings’ responsibilities for SEN provision in the Local Offer
Information for parents, and practitioner skills in working with parents (100 settings managers)
A means of sharing learning at local, regional and national levels:
Regional action learning sets (ALSs): 3 or 4 representatives of different agencies and services, from each local area, share learning across the region, then review and plan local action
Local action learning sets (LALSs): meet in between regional ALSs to progress their local action plan, share learning across the local area
5 specialist LALSs in each region: 1 focusing on each of 5 specialist strands

11. Support to a local area
Settings managers in every area are eligible for training
Every area progresses their action plan through local action learning set
Additional support to 1 local area in each region for each of the 5 themes (whole setting SEND, SLCN in settings, SLCN pathway, working with parents, local offer)
Local area convenes local action learning set, agrees nature of support
Criteria for support:
Level of need (data, self-review)
Local priority (WSoA, existing plan)
Ability to make use of the support
Willingness, capacity to share learning
