Suggestions for possible NM System improvements “Vertical” Dependent Applicability Purpose is to accommodate FUA and FRA adequately and handle FL sensitive dependent applicability based on multiple FL activations. Restrictions on intermediate SID/STAR connecting point Currently no way of encoding such connecting point to be only available for certain traffic routeing only. Group Points Group of points concept, similar to the way in which group of airfields is done in RAD; Possibility of several significant points to be classified into a single group; Currently considered by (in old CR) as part of TV model. Possible incorporation in RAD requires discussions and approval by RMG. Point Usage (non-FRA) Ability to automatically encode points dependent upon their usage. RAD Analyses Tool Analysis of RAD restrictions - to have a means of gauging the ‘hit rate’ of various RAD restrictions to assess whether they are still required (it may be this is already possible). All suggestions will be further considered and studied by the NM and relevant reports will be provided.

Other Suggestions RAD Improvement / Reduction - be possible by ANSPs in case of appropriate and improved flight planning (no turns, sectors…..). PTRs - if are optional for the AOs to be considered they shall only be applied after validation of the trajectory. RAD WS be followed up by a series of smaller workshops to develop best-practices and blue prints between RAD experts from ANSPs and algorithm specialists from CFSPs under facilitation of NM.

Outcome Re-define the CDM process on the acceptance of proposed RAD restrictions in accordance with the justification, assessment results and objective goal of the proposed RAD restrictions; Assess the need, the effect and traffic impacted by the request to have new RAD restrictions introduced; Define a new process for the “Last minute” changes: Perform assessment of the proposed RAD restrictions and subsequently proposed “Last minute” changes; Allow exemptions in the “Last minute” changes eligibility criteria. NM/ States / FABs / ANSPs to establish a post-ops process to continuously re-evaluate the existing RAD restrictions and if additional justification not provided to ask for that RAD restrictions suppression; Propose simplification of the RAD restrictions: Collapse multiple RAD restrictions in one network RAD restrictions with the same effect; Evaluate and propose suppression of RAD restrictions constantly not respected on ATC; Define network oriented RAD restrictions together with concerned States / FABs / ANSPs, after the provision of clear objective goal and justification for RAD restriction implementation; Propose structural airspace changes to eliminate the need for RAD restrictions; The final content of any amendment to the RAD shall be positively agreed between the NM RAD Team and State / FAB / ANSP concerned; Define the requirements and gradually implement an enhanced pre-validation process supported by automation to allow better validation and flight planning processes; The new RAD CDM processes defined shall take fully into account the new technical support being implemented through as from 2019; Define enhanced promulgation processes for the RAD relaxation; Aim to define and implement the new RAD process through the NM CDM Processes before the Summer 2019.
