Modification Proposal 0130 - Overview
Based on Mod 0121, with two key differences: Aggregates data into market ‘sectors’ (as per Mod 0121 Annex): (i) Aggregated ex-post LDZ offtake flows; (ii) Aggregated ex-post power station offtake flows; (iii) Aggregated ex-post storage offtake flows; (iv) Aggregated ex-post industrial load offtake flows. 2. Publication of data on National Grid’s website, by 11:00am for the previous Gas Flow Day.

Why Aggregate the Data? Response to our I&C customer’s concerns
Risk of undue discrimination between offtakes: Under Mod 0121, similar-sized industrial loads which are DN connects will not have their daily gas demand data published. Many NTS connected industrial load customers operate in commodity-based markets. Gas demand data illustrates when a customer is producing. Production data gives market intelligence and may influence market pricing and behaviour. Aggregation of data gives sufficient transparency without unfairly revealing the trading position of customers.

Why Publication by 11:00am? Consistent with Mod 0097/0097a – ‘Modification to release aggregated ex-post information for pipeline interconnector offtake flows’. To be published in the same place as interconnector offtake flows – under ‘Operational Data’ section of website.

Next Steps… Encourage Mod Panel to approve a ‘fast-track’ consultation process for Mod 0130. Aim is for Ofgem to be able to make a decision on Mods 0121 and 0130 at the same time.
