Church vs. Government Cooperation and Conflict Many monasteries became wealthy and abbots became active in political affairs. Major conflict: Kings wanted church leaders to obey them. Popes believed kings should obey the church. 1 2 In 1073, Pope Gregory VII declared that only the pope had power to appoint high ranking church officials– this angered Henry IV, the emperor of the Holy Roman Empire because the Holy Roman emperor in Germany had chosen bishops and insisted on naming his own. 3 Gregory VII excommunicated Henry IV and declared that he was no longer the emperor. This meant Henry IV was no longer a member of the church and could not go to Heaven. 4 Henry traveled to Italy to see the Pope and ask for forgiveness, but the Pope had already named a new emperor. Gregory made Henry wait outside in the snow for three days. As a result, Henry seized Rome and named a new Pope. 5 The struggle between the Church and the emperor continued until 1122 when a new pope and a new German king came to an agreement– only the pope could choose bishops but only the king or emperor could give them government posts. 6 This agreement was called “Concordat of Worms” (Worms was a German city). A concordat is an agreement between the pope and the ruler of a country.
