What is the Consolidated Application?
The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various state and federal programs to county offices, school districts throughout California. Program funding is determined by formulas contained in the laws that created the programs.

Consolidated Submission Timeline
Annually in June, each local education agency submits the application to document participation in these programs and provide assurances that the District will comply with the legal requirements of each program.

Application to Receive Supplemental Federal Funding
Title I, Part A- to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and reach proficiency. Title II, Part A- to increase the academic achievement of all students by helping schools and districts: Improve teacher and principal quality through professional development and other activities and Ensure all teachers are highly qualified Title III- to ensure English learners in California attain English proficiency develop high levels of academic attainment in English and meet the same challenging state academic standards as all other students.

Consolidated Application Assurances
Certification of Assurances LEA certifies that it will follow all legal requirements of the programs. LEA maintains a LEA Plan with a web address. Agrees to review and audits of funds and programs by CDE in accordance with Federal Program Monitoring (FPM) manual.

Consolidated Application LEA Plan SPSA
The Consolidated Application is the fiscal companion to the LEA Plan (District) and the SPSA (school) Funds are allocated to programs through the LEA Plan (District) School funds are allocated to programs through the SPSA (School) You can show parents the SPSA goals page as it shows the alignment of the 3 plans (LEA, LCAP and SPSA)

Title II: Improving Teacher/Quality
Professional Development Data Inquiry Common Core Standards Use of technology in instruction Although school sites do not receive Title II funds, review this section and reinforce this requirement of ensuring teachers are providing quality instruction. (Data Reflection, Summer PD series, etc)

Title III: Support for English Learners
Professional Development for English Language acquisition (CABE) Supplemental materials to promote English acquisition Intervention Bilingual paraprofessionals (Instructional Assistance) Feel free to add site specific programs being supported by this funding source. At this point, highlight this section as this is how the parents review the programs in the ConApp through the monthly review of benchmark assessment and school reports.
