technical assistance to beekeepers and beekeepers' organisations; combating beehive invaders and diseases, particularly varroasis; rationalisation of transhumance; measures to support laboratories for the analysis of apiculture products (inactive); restocking of hives; applied research programmes; market monitoring; enhancement of product quality with a view to exploiting the potential of products on the market.

19 BENEFICIARIES AND PROGRAM CONDITIONS
Strategy BENEFICIARIES AND PROGRAM CONDITIONS For the actions provided in Chap. II, lit. B), C), D) the beneficiaries and applicants of the Program are beekeepers, natural and legal persons, authorized natural persons, individual enterprises and family enterprises constituted according to the Government Emergency Ordinance no. 44/2008 on the carrying out of economic activities by authorized natural persons, individual enterprises and family enterprises, as subsequently amended and supplemented. For the actions provided in Chap. II, lit. A) the beneficiaries and applicants of the Program are recognized agricultural cooperatives, according to the legislation in force.

20 PUBLIC RESPONSIBLE INSTITUTIONS (1)
Strategy PUBLIC RESPONSIBLE INSTITUTIONS (1) The Ministry of Agriculture and Rural Development is the competent authority for drawing up the implementing provisions of Regulation (EU) no. No 1308/2013. The Paying and Intervention Agency for Agriculture (APIA), is the competent authority for carrying out financial operations related to the management of the allocated funds, the elaboration of the applicant's guide, the application form for the financial support, the elaboration of the control procedures for the National Apiculture Program having the following main attributions : ensures verification of payment requests received from beneficiaries; authorizes payment to benefiacries following verification of payment requests; executes authorized payments to beneficiaries; keep accounts of payments made;

Strategy PUBLIC RESPONSIBLE INSTITUTIONS (2) The National Agency for Breeding and Reproduction "Prof. Dr. G. K. Constantinescu", hereinafter referred to as ANZ, is the competent authority for the registration of hives and apiaries, by implementing the unitary identification system and by managing the statistical database for the beekeeping sector.

22 NO DOUBLE FUNDNG ALLOWED!
Strategy Avoiding the Double Funding Conclusion: NO DOUBLE FUNDNG ALLOWED! Applicants/beneficiaries of the NAP can simultaneously access support through the flat-rate support agricultural measures under the NRDP (sub-measures 6.1 "Support for the installation of young farmers", 6.3 "Support for the development of small farms") provided that the support proposed for beekeepers financing through the NRDP should not be made through the National Apiculture Program and vice versa. The condition is applied from the moment of applying for support through the NRDP the list of expenses established by the beekeeper through the business plan submitted to NRDP and becomes ineligible by the NAP for the respective applicant. The above restriction does not apply to applicants who access M6.1/6.3 PNDR for expenditures that are not eligible under the NAP.

Strategy National Rural Development Program 2014 – 2020 Due to financial support programmes accessed by farmers, beekeeping has grown significantly through the establishment or modernisation of bee farms, which led to improving and enhancing the competitiveness of the sector in the last years. Thus, by accessing these programmes beekeepers could purchase high valued biological material, bee hives and modern equipment in order to obtain competitive products.

25 Strategy Details of the measures and actions approved for the Programme Technical assistance to beekeepers and beekeepers' organisations Purchase through the cooperatives of: centrifuge, stainless steel steam wax melter: Eligibility conditions: 1. The cooperative must be established and operate for at least 2 years, according to the national legislation; 2. Members of the cooperative must hold at least 1,500 families of bees; 3. Beekeepers, members of the cooperative must have beehives identified by the ANZ "Prof. Dr. G. K. Constantinescu",; 4. the bee families will be registered with the county agricultural department for organic production, in the case of organic apiculture; 5. the purchase of centrifugal, stainless steel steam wax melter through the Program may only take place outside the period between the date of submission of any grant application for the grant of non-refundable financial support from agricultural investment funded by the Rural Development Programmes and granting the last payment to complete the investment; 6. The acquisition of centrifuge, stainless steel steam wax melter is done once in the Program.

27 Strategy Details of the measures and actions approved for the Programme Combating beehive invaders and diseases, particularly varroasis Purchase of medicines for the treatment of varroasis and nosemosis: Eligibility conditions: 1. bee families must be registered/authorized in the veterinary and food safety department of the county; 2. the beekeeper must have beehives identified by the National Agency for Animal Husbandry "Prof. Dr. G. K. Constantinescu; 3. Beekeepers must be trained in the field of beekeeping, confirmed by a certificate / certificate / certificate / diploma; 4. the bee families be registered with the county agricultural department for organic production, in the case of organic apiculture; 5. Medicines purchased must be included in the list of products approved by the Institute for the Control of Biological Products and Medicinal Products for Veterinary Use; 6. Medicinal products used in organic beekeeping must comply with the provisions of Regulation (EC) No. Commission Regulation (EC) No 889/2008; 7. Medicines for treatment of varroosis are required to be purchased

28 Strategy Details of the measures and actions approved for the Programme Combating beehive invaders and diseases, particularly varroasis Eligible expenditure: (a) the price without VAT of the medicinal products purchased for the treatment of varroasis for the entire bee stock held by the beekeeper at the time of application for the grant of the financial aid; b) the price without VAT of medicines purchased for the treatment of nosemosis, in the case of conventional beekeeping, from authorized suppliers according to the legislation in the field; (c) the price without VAT of purchased medication used to treat varroasis for the entire bee stock held by the beekeeper at the time of submission of the application for the financial aid; d) the price without VAT of medicines purchased for the treatment of nosemosis, in the case of ecological apiculture, from suppliers authorized according to the legislation in the field;

29 Strategy Details of the measures and actions approved for the Programme Rationalisation of transhumance (1) Eligibility conditions: 1. bee families must be registered/authorized in the veterinary and food safety department of the county, respectively of the municipality of Bucharest, and in the agricultural register; 2. beekeepers must have at least 75 bee families; 3. the beekeeper must have beehives identified by the National Agency for Animal Husbandry "Prof. Dr. G. K. Constantinescu", according to the unitary system for identification of apiaries and hives, approved by the Order of the Minister of Agriculture and Rural Development; 4. the beekeeper must be trained in beekeeping, confirmed by a certificate / certificate / certificate / diploma, according to the legislation in force, issued until the deadline for filing the application and the documents, as the case may be; 5. bee families to be registered with the county agricultural department for organic production, in the case of organic beekeeping; 6. The hives must be purchased from authorized legal or natural persons, individual enterprises and family businesses, set up under Government Emergency Ordinance no. 44/2008, as amended and supplemented, which produce and / or market hives; 7. the beekeeper has a transhumance movement order, endorsed and dated by the local council;  8. the purchase of hives is once during the Program.

30 Strategy Details of the measures and actions approved for the Programme Rationalisation of transhumance (1) Eligible expenditure:        The price without VAT for the purchase of hives equipped according to beekeeping technology, but not more than 25% of the beekeepers' total hives at the time of filing the application for financial aid, excluding biological material.

31 Strategy Details of the measures and actions approved for the Programme Rationalisation of transhumance (2) Purchase of bee accessories the purchase of beekeeping tools and accessories under the Program may only take place outside the period between the date of submission of any grant application for the granting of non-refundable financial support from The Rural Development Programme and the granting of the last payment for the completion investment; the list of apiculture accessories which may be purchased is set out in the Annex of the programme; the purchase of pollen collectors or propolis collectors shall be made up to a maximum of two times during the Program/beneficiary period. the purchase of the pollen dryer or the honey warmer is only made once during the Program/beneficiary period.

32 Strategy Details of the measures and actions approved for the Programme Rationalisation of transhumance (2) Bee accessories: 1. Pollen collector 2. Propolis collector 3. Pollen dryer 4. Honey warmer Eligible expenditure: (a) the price without VAT for the purchase of pollen or propolis collectors, but not more than 20% of the beekeeper's total hives at the time the application for financial aid is submitted, provided that the purchased accessories are kept for at least 3 years; (b) up to 75% of the price without VAT for the purchase of pollen drier or honey warmer purchase, provided that the purchased accessories are kept for at least 3 years;

33 Strategy Details of the measures and actions approved for the Programme Restocking of hives; Purchase of queens and/or bee families for conventional or organic apiculture Eligibility conditions: 1. bee families must be registered/authorized in the veterinary and food safety department of the county, respectively of the municipality of Bucharest, and in the agricultural register; 2. the beekeeper must have hives identified by the ANZ "Prof. Dr. G. K. Constantinescu", according to the Unified Identification System of the hives and hives, approved by the Order of the Minister of Agriculture and Rural Development; 3. Beekeepers must be trained in the field of beekeeping, confirmed by a certificate/certificate/certificate/diploma, according to the legislation in force, issued until the deadline for submitting the application and the documents, as the case may be; 4. the bee families must be registered with the county agricultural department for organic production, in the case of organic apiculture;

34 Strategy Details of the measures and actions approved for the Programme Restocking of hives; 5. the purchase of the queens should be made only from elite apiaries or multiplication one authorized by the ANZ "Prof. Dr. G. K. Constantinescu"; 6. The purchase of queens and/or bee families must be made from 1 March each year and is conditional upon the purchase of medicines for treating them; 7. The purchase of queens and/bee families through the Program may only take place outside the period between the submission of any grant application for the grant of non-refundable financial support from the Rural Development Programme and granting the last payment to complete the investment; 8. In the case of ecological beekeeping the acquisition of queens and/bee families should be made from 1 March of each year of the apiaries registered at the County Department of Organic Farming and is conditional upon the purchase of certified medicinal products for organic beekeeping to a certification and inspection body in organic farming, accredited in Romania; 9. Beekeepers must achieve an annual increase in the number of existing bee families by at least half of the stock of purchased bee families.

35 Strategy Details of the measures and actions approved for the Programme Restocking of hives; Eligible expenditure: (a) the price excluding VAT for the acquisition of a maximum of 75 bee families in the case of beekeepers holding less than 75 families of bees; (b) the price excluding VAT for the acquisition of a maximum number of bee families equal to 40% of the bee family owned by the beekeeper at the time of application for financial aid but not more than 100 families in the case of beekeepers holding over 75 families of bees; c) the price excluding VAT for the purchase of a maximum number of queens equal to 40% of the bee families owned by the beekeeper at the date of filing the application for financial aid in the case of beekeepers holding 75 families of bees; (d) the price excluding VAT for the acquisition of a maximum number of queens equal to 40% of the bee families held by the beekeeper at the date of application for financial aid, but not more than 100, in the case of beekeepers with over 75 bee families; For the period access to the measures and filing of the files can be done directly by the beekeeper or through the associative form! In order to be eligible for this measure, the beneficiary must also acquire the Varroa treatment for the new bee families!

36 Strategy The deadline for the submission of the application and the accompanying documents is 1st of August of each year… at the Paying Agency headquarters.
