6 Countries should answer:
How to develop a coherent and representative set of stations for SoE data in WISE? Countries should answer: The current Eionet stations included in the WFD monitoring networks must be clearly identified The representativity of the Eionet stations for different water types within different water categories must be checked and explained If the current selection is not sufficient to be representative: Additional stations have to be selected within the WFD networks to become new Eionet stations? 7 Background for test reporting in 2007
Reporting procedure for SoE data to WISE will be similar to EIONET-water reporting, but... 9 I. Selection of stations
Step Action Deadline 1 EEA will send the compilation of WFD Article 8 monitoring stations with questions from ETC on links with EIONET stations and waterbodies, for clarification and agreement of new EIONET stations based on WFD Art. 8 reporting. 2 Checking of stations: Countries will respond to questions regarding the stations and check, (re)select and amend the set of SoE stations. 10 II. Reporting of SoE-data for revised and agreed reporting sheets
Step Action Deadline 3 Preparation for data processing: ETC develops guidelines for countries on how to process data for reporting (statistical aspects; spatial and temporal aggregation; geo-referencing methods; meta-data held within WISE to support the SoE data). 4 Preparation to use the data dictionary: EEA/ETC revises the data dictionary for the revised reporting sheets as presented to SCG and NFPs. 11 II. Reporting of SoE-data for revised and agreed reporting sheets
Step Action Deadline 5 Data request: EEA/ETC sends request (incl. guidance on data processing) to countries’ NRC (cc: NFP) for data from 2006 for the agreed reporting sheets (1, 2, 8, 9, 14, 15, 16) + for old TCM reporting sheets, using the updated Data Dictionary. These data should be from updated SoE-WISE/EIONET stations within the WFD Article 8 monitoring sites. All countries who have reported stations under the WFD will provide data for the stations agreed to be used for SoE-WISE / EIONET. All other 6 EU countries and all non-EU countries will report for their old EIONET stations. Step Action Deadline 6 Preliminary data quality assurance: Countries are requested to perform a preliminary quality assurance before submitting their data. Guidelines and tools will be provided by EEA/ETC. Early October 2007 7 Data reporting: Countries submit their data to EEA Reportnet common data repository (CDR; in format to be specified by EEA. 13 Data processing at EEA/ETC after the reporting
Step Action Deadline 8 Data compilation: The ETC data managers (NTUA for lakes, IWRS for rivers and CENIA for groundwater) download the submitted data from the Reportnet CDR and include them in their respective working databases. Early 2008 9 Quality assurance: QA will be done by the ETC data managers, if necessary with support from NIVA (on scientific soundness). If needed, the countries will be requested to correct or check on suspect values and resubmit the data to Reportnet.
