33 States Under Subscribed  = 642 Programs  = 1284 Vacancies 280 Schools on OML 25/33 States Listed on OML 109/642 are listed OML 1709 Army Programs ~200 without 2nd Instructor ~330 on current Vacancy List

5 Has the OML been validated with under subscribed communities.
Authorize JROTC programs to the under subscribed communities from the OML . Change JROTC authorizations based on demand.

6 Validate CNACI qualified Instructors
Validate Instructor Vacancy Listing Marketing JROTC through Soldiers for Life Centers and Troops for Teachers Programs. Develop incentives for Instructors for the under subscribed communities. Get Bde’s actively involved in Under subscribed communities.

Re-LOOK SFL-TAP Briefings and Products – strategic communications (M&RA/TRADOC) USACC Develop Financial Incentive Packages (STIPENDS/additional Benefits and guaranteed extended contracts…….. even if 11th/12th months are not cost-shared) Establish Alternative Instructor Certifications for AGR soldiers and selected ANG Promote flexibility to have SNCOs without BA Degrees to serve as SAIs Promote flexibility for non-retirees (w/ Honorable Discharge & education credentials) to serve as SAI/AIs USACC - develop appropriate pay scale Promote flexibility for retired qualified Department of the Army Civilians to serve as AI’s Help Spearhead STEM initiatives

USACC/JROTC Directorate develop recruiting goals for Undersubscribed Brigades Est Timelines-Milestones-Objectives/revised OML/District Notified of effort Assign/hire 1 UASREC NCO/Off/Civ/Contractor per Brigade to lead recruiting effort 180 day TDY / Contract PCS assignment Recruiter actively contacts projected retirees whose HOR is from Under Subscribed States (1 yr out/Retirement Orders) – engage on JROTC Instructor Opportunity Provide projected retirees 60 additional days PTDY to spin-up (job/location..etc) Recruit, synchronize and manage retirement dates, contract start and school start dates for successful transition and establishment of Program* OML – Engage District/School - Recruit - Certify – CNACI – Field Equip/Uniforms

Per 10 U.S. Code 2031 d(1): Actively market cost-share reductions/elimination Combine with other recruiting mechanisms to create fertile environment for expansion into under subscribed communities

(GPC/CAC Cards/Certified Interviewers/Contract Requirements) Minimum Instructor Pay Computations with the New Blended Retirement System
