1 Expert Group on Reporting under the Nature Directives
Coordination Group for Biodiversity & Nature Brussels, 10 April 2008

2 Why a new initiative on Reporting under the nature directives?
Looking at all data-flows in comprehensive manner - make the best out of it Organise data-flows better - collect data systematically and with clear focus, form a coherent set of data Increase relevance of these data for policy making in nature & biodiversity Ensure information is available & used to a maximum extent (thereby raising the motivation of data-providers) Once new methods are in place - data-provision & updating easier & of greater benefit for all parties involved

3 General Objectives Streamline & modernise data-flows under the nature directives, incl. Natura This involves… Standardisation of required content / data Synchronisation of reporting cycles, merging of reports Switch to e-Reporting (e.g. reportnet under EIONET) Ensure links between different data-flows & others Some lessons can be learnt from Art.17 reporting Develop ideas for presentation of the data and their analysis to a wide range of users

4 Which data flows are concerned?
Birds Dir. Habitats Dir. Progress reports (Measures & Conservation Status) Art. 12 3 year cycle Art. 17 6 year cycle Derogations Art. 9 1 year cycle Art. 16 2 year cycle Natura 2000 Database Art. 4 ad hoc Compensatory Measures Art. 6.4 (Habitats) Art. 6.4

5 7 proposed work-packages - overview
Review of the Art.17 (HD) reporting exercise ; Align (merge) progress reporting under both directives; Find methods for the evaluation of Natura 2000 impact (as part of progress reporting); Revision of dataflow re. Natura 2000 sites; Finalise HaBides (derogation reporting); Improve notification procedure on compensatory measures under Art. 6.4 (HD); Develop vision for the presentation & access to data;

6 Legislative proposal in preparation
Follow up of SEIS Communication COM(2008)46 & revision of the Reporting Directive 91/692/EC; envisaged for Nov. ‘08 Concept: Replace reporting obligations by an obligation to make required information electronically available (web-based) Where practical, replace fixed-periodicity information by keeping information “up-to-date” Simplification and/or repeal of existing information requirements which are overlapping or unnecessary “Window of opportunity” for streamlining nature reporting
