Commerce Clause (Art I, Sec. 8, Cl 3) (Trade) Congress has power to regulate commerce EX: cable television, radio, buses, airlines, cellular service, internet? Gibbons v. Ogden (1824) Redefine commerce as not only transportation of goods, but movement of people and services

B. Regulate Interstate Commerce - Wagner Act (1935): Congress can regulate unions (employees) - Fair Labor Standards Act: Govt can regulate employer to give breaks, overtime, etc C. Civil Rights - EX: Heart of Atlanta Motel v. U.S. - you can’t discriminate against people if you are engaged in interstate commerce (Civil Rights Act) - Video

2) Extend Civil Liberties - 14th Amendment (1868): Grants birthright citizenship and equal protection under the law **Extends the Bill of Rights to the States ** 3) Using Economic Influence (“Power of the Purse”) -- financial aid to the states (grants) -- controlling state use of federal money EX: Drinking Age of 21
