Why a National Center? The CSAP and Government have determined
Small Arms Defense Technology and Industrial Base are in Decline Due to Changing National Priorities Downsizing and Restructuring of Defense Industry and Government Lost Voice in Defense Budget and Other Councils Gun Control Lobby/Advocates threatening Commercial Markets Our Military Requires the Very Best Weapons and Ammunition to Discourage Military Confrontations Overmatch Adversaries When Conflicts Occur Meet the Threat of Terrorism A Mechanism is Required to Stop the Downward Spiral !!! This gathering of great Americans knows better than most of the areas highlighted here that have contributed to the past decline of the small arms industrial base and the inability to investigate and harness all the available technologies for the benefit of our ground combatants. Today, more than ever, we need to harness those technologies and bring the very best to our war fighters to assure our victory over all the traditional and new so-called asymmetric threats our forces face today. You, the leaders of the small arms Industry in collaboration with the Government recognized that this trend must be reversed and have determined together that the Center of Excellence construct, in this case the National Small Arms Center, is what is needed. The CSAP and Government have determined a National Small Arms Center is that Mechanism!!! ARDEC Providing America Advanced Armaments for Peace and War

Trend FY FY FY05-07 20mm HEAB 20mm HEAB This pictorial demonstrates exactly what we are facing. While we had 3 tech thrusts funded in FY03, we will be down to a single effort in the entire Army Tech Base addressing the lethality of the individual Warfighter. Our User and the PEO Soldier are strongly supportive of the expansion of the small arms technology portfolio and we believe the National Small Arms Center is a key component to rectify this situation. State of Small Arms Technology
Tech Base: Strongly User Focused Joint Service Supported Robust Technologically Challenges : Broader portfolio needed. Resources constrained. While there is only a single small arms STO, the JSSAP has placed virtually all of its resources to support this and it will come to fruition because of your efforts and I thank those of you who have chosen to vie for a role in this important effort. While it is the only small arms tech base activity at this time, it is one which is strongly supported by the Joint Service User Community and is a solid technological venture. Still the small arms tech portfolio could be easily and dramatically be expanded if it were not so constrained by the limited resources available. You of all people know that just because the systems are small, this in no way reduces the technological challenges and in many cases increases them, requiring substantial investment. A Virtual Center Headquartered at US Army ARDEC An Industry Consortium Operating under: - A Consortium Member Agreement (CMA) and - An Other Transactions Agreement (OTA) Agenda Driven by the Joint Service Small Arms Master Plan - Built Upon the Transformation Strategies of the Services - Supported by Joint FAA, FNA, and FSA ARDEC Providing America Advanced Armaments for Peace and War

Benefits Greater Synergy Among Industry/Academia/Government More expeditious “contracting” Better Use of Existing Capabilities Accelerated Technology Development Expanded Technology Opportunities Increased Congressional Support After reviewing many concepts, the Center of Excellence approach was selected by the CSAP and the Government. We believe that this solution will serve Industry, Academia and the Warfighter because it is a construct that will surface a richer pool of technologies that we will more easily access via the processes embedded in the Center of Excellence approach. This has proven to be the case in the Defense Ordnance Technology Center we formed several years ago. And with a single and strengthened voice for Small Arms, the Center will enable Industry to interact even more effectively with the leaders in the Defense Department and the Congress.
