SOME EXAMPLES Roma Municipal Council since 1989: consultative body (23 Roma associations) Commemoration April 8th International Roma Day: high visibility, for longer period than just one day, street activities involving Roma and non-Roma population. Long run projects in schools: “promotores”, Roma local history taught in schools, Roma tales, Roma theater, Roma language, always involving Roma and non-Roma pupils. Specific project in the Barcelona economic promotion agency in order to adapt general programs for entrepreneurs to Roma characteristics. 4

Roma people: the experience of Barcelona RECOMMENDATIONS AND LESSONS- LEARNED No policy can be succesfully implemented without direct participation of people Need of intercultural approach to Roma inclusion: without the three elements (recognition, equity and non-discrimination and intercultural dialogue) there will be no real inclusion. States and EU must look and learn from local initiatives and cities. They are the ones dealing with the daily challenges. (Bottom-up instead of bottom-down) Only by investing in local policies and cities, inclusion could be real (Eurocities Working Group. Study visit to Barcelona, May 14-15th) . 8

BACKGROUND . At the end of the 90s, Roma families from Galicia and Portugal arrived in Barcelona and settle in unused lots in the industrial zones of the city. In the early 2000s, the settlements of Roma families grow and they stablished small caravan communities The City Council of Barcelona identifies the need to provide social attention to the people who live in these settlements and, especially, to children. In 2008, a specialized social services unit was created. In 2015, due to changes in the composition of the itinerant Roma population and the growth of their presence in the city, services are redefined and more resources and personnel are provided. 8

Look for alternatives of social insertion that allow to abandon life in settlements and achieve social-labor stability. Guarantee the schooling and the medical and pediatric follow-up of 100% of the minors in treatment. Encourage the follow-up of training and work itineraries for adults. Ensure civic coexistence and social cohesion with the environment by incorporating the community perspective. Accompany in the insertion process until the regular social services derivation. 8
