Guiding principles for the next round - General
Official statistics (European, national) The survey will cover NSIs, its regional statistical offices, and ONAs ONAs are expected to provide the best possible estimates Reference period: calendar year covering Non-recurrent expenditures (census, research programmes) to be included Activities, which are not core business of NSIs (e.g. elections), to be excluded ESS RDG, It.10 27-28 June 2016

Guiding principles for the next round – Financial resources
Estimation should include all costs Direct - related to the production of statistics Indirect – IT, infrastructure, office rent, maintenance, electricity, etc. Outsourcing or/and sub-contracting – only total financial cost should be provided (no HR figures needed) For non-euro zone countries national currencies to be used ESS RDG, It.10 June 2016

Guiding principles for the next round – Human Resources
HR to be estimated in FTE HR cover: Permanent staff – all staff of NSIs and regional statistical offices engaged in both production of statistics as well as administrative staff HR will not cover: Non-permanent staff: no HR data needed. Only financial costs have to be recorded. ESS RDG, It.10 27-28 June 2016
