Graduation Rate There are 2 sets of graduation rate, NCES graduation rate and the new 4-year cohort graduation rate, reported on the 2011 AYP report. The NCES graduation rate are used to determine if the school/district meets the 2011 AYP criteria. The 4-year cohort graduation rate are used to set up the 2012 AYP goals.

Academic Performance Index
The public release of the 2011 API/AYP/PI was on August 31, 2011. New state law requires the CDE to add grade eight and grade nine dropouts to the Academic Performance Index (API). The 2008–09 dropout data was released on July 27, This was provided for informational purposes only. Pending approval of the State Board of Education (SBE) the Academic Performance Index or API may include: Grade eight and grade nine dropouts (regulations approved by the SBE at the July 2011 meeting). Assignment of test scores from alternative schools to comprehensive schools per regulations (September 2011 SBE item).

Pending State Accountability System Changes
Senate Bill 547 (Steinberg) Creates an Education Quality Index and several component indices: Statewide Assessment Index Graduation Rate Index College Preparedness Index Career Readiness Provides for a significant role for the Public Schools Accountability Act Advisory Committee. 15 15

SB 547 SB 547 (Steinberg) would change the formula for calculating the API. Current law says assessment data must make up 60% of the API. The bill changes: K-8: Assessment data only has to make a minimum of 40%. For 9-12: a maximum of 40%. Current law includes attendance, 8th grade transition rate, and graduation rate. The new law adds: College Preparedness and Career Readiness. The most recent version of this bill pushes implementation back to 2014–15, coinciding with the Common Core. Because of the interest, this may end up as a two-year bill.

CELDT California submitted an application to the U.S. Department of Education to be the lead of a new consortium. English Language Acquisition Assessment System (ELAAS) Focus is to develop a new English language proficiency assessment aligned to common core standards. Would be developed for Would replace the CELDT. 17 17
