A great deal of work has been done to prepare this first draft and address the most important aspects of implementation Some parts need to be improved : we need the input of the MS (practical experience) Examples of aspects that need further development: the one out / all out concept (Section III.2.5, “Decide EQS”) definition of the programme of measures (dangerous substance aspects) review of progress / success after preparation of the RBMP
