Context Directors Groups are considered as "expert groups" of the European Commission and their Rules of Procedures (RoP) need to follow guidelines from the EC RoP have been harmonised and aligned with RoP of the ESSC Standard RoP for Directors Groups were discussed with the Partnership Group and approved in May 2013 by the ESSC ESS RDG 13 June 2014

Context of the creation of the RDG
Support ESS.VIP Programme (May 2013 ESSC) ESS Vision 2020 agreed in May 2014 ESS RDG 13 June 2014

Elaboration of the mandate
May-October 2013: mandate elaborated by the Task-Force cost-benefit + 8 NSIs November 2013: ESSC agreed on a first meeting in June 2014 and asked to update mandate in the light of the work on the Vision May 2014: ESSC generally supported the mandate but asked for fine-tuning. Proposals from the RDG will be submitted to the ESSC ESS RDG 13 June 2014

Current mandate Advise the Commission,report back to ESSC
Membership takes into account the specificities of the NSIs Resource issues relevant for the implementation of the ESS Vision (supporting frameworks, cost-benefit analysis, HR and financial means legal and institutional aspects of models of cooperation, training, exchange of staff) Limited to 2 years (sunset clause) Supplemented by a roadmap ESS RDG 13 June 2014

European statistics in 2020: Where do we want to be? includes "3.3 New data sources: work together to promote legislation that enables the use of new data sources in the production of official statistics. First (…)we will consider privacy and security issues. In addition, we will tackle financial issues related to adaptation of processes and infrastructure for the use of new data sources (…)" ESS RDG 13 June 2014

4. Approach to implement the ESS Vision 2020 includes "4.1 Working together Collaboration principles and instruments Centres of Excellence: The guiding principle should be to establish centres based on networks of NSIs collaborating with each other to pursue excellence in a particular area for the benefit of the whole ESS. The practical modalities should be further elaborated" ESS RDG 13 June 2014

4.4 People and skills Training and learning together "We will regularly evaluate the competence needs of our staff and adjust our efforts to build these competences accordingly. We will increase co-operation with universities and establish EMOS. Our main short-term goal is to promote international mobility of our staff." ESS RDG 13 June 2014
