TIA and Joint Lawful Intercept Standards
Developed Lawful Intercept (LI) Standards since 1995 Joint Standards Development with ATIS: WTSC (formerly T1P1) and PTSC (Formerly T1S1) ANSI version of J-STD-025-B pending publication (Non-ANS versions of J-STD-025 series will be rescinded) Addendum to ANSI version of J-STD-025-B to support a new Mobile Equipment IDentifier (MEID). Completed Ballot May 2006. TR-45 restructured Electronic Surveillance Work TR-45.6, cdma2000 Wireless Packet Data Technology, responsible for new TIA LI standards GSC: Standardization Advancing Global Communications

ETSI in Doc 10 presented a summary of Emergency Communications, Security and LI work in ETSI and noted more detailed presentations in Joint 7, 17, and 18 Noted that there is work in technical groups such as 3GPP, DECT, TETRA, TISPAN, as well as new work on digital signatures. Algorithms are generated as well as work on smart cards and stored data handover. GSC: Standardization Advancing Global Communications

Doc 17 noted: Interest in the work of ETSI Technical Committee Lawful Interception is still growing, enjoying the active participation of operators, switch manufacturers, LI equipment (mediation and monitoring facility) manufacturers, regulators and national law enforcement agencies from Europe and all over the world. The main focus of the TC’s work is now on the Handover of Intercepted data via IP. Important new work has begun to provide handover capabilities for retained traffic data. Ongoing work is concerned with interception of IP multimedia services. GSC: Standardization Advancing Global Communications

Doc 18 was informative: Each section of the White Paper introduces a specific technology and outlines ETSI’s involvement in the standardization of security in that area. Some of the Institute’s major achievements are then highlighted and ongoing activities are described. At the end of the paper, all ETSI’s specifications and standards for security standardization are listed. GSC: Standardization Advancing Global Communications

Of note, CCSA advised: Standards Technology, quality and reliability of the network equipment cannot be measured due to lack of standards and long standard creation cycle CCSA summarized: As the emergency communication system growing up, a lot of innovative emergency communication technology will be explored and developed With the full support of ground and space, wire and wireless, fixed and mobile technology, a multi-dimensional emergency communication system will be founded Meanwhile, IERS construction should also be push forward to assist the emergency communication system running successfully GSC: Standardization Advancing Global Communications

ATIS Contribution 30 highlighted the LI work at ATIS, much in cooperation with other PSOs such as SCTE and TIA. TIA provided in Contribution 50 an update on the Regulatory situation in the USA as well as Contribution 40 on technical work in TIA. Similar to GSC-10, the information was informative, showed long-standing collaboration, but TIA did not see a need to generate a specific Resolution at this meeting on LI. With respect to the more general topic of NW Security/Reliability, I observed the potential for possibly some future focused bi-lateral information sharing among PSOs related to such things as the ETSI White Paper, ATIS and TIA standards work, FCC NRIC, NSTAC initiatives in USA and other regions and countries, especially with CCSA.
