Item 4.5 – working programme for EU statistics on lifelong learning and outcomes of education: future of LFS education variables and of CVTS Working Group - Education and Training Statistics, May 2011, Luxembourg

2 Context Sept. 2009: agreement on steps towards coherence of sources on lifelong learning: AES: detailed information on the participation of individuals, each 5 years LFS: annual evolutions for a limited set of indicators CVTS: complete AES results, each 5 years with a focus on enterprise strategies for skills developments. Nov / May 2011: Proposal to the ESSC to repeal/modify the CVTS legal acts i.e. repeal and amend Regulation 452/2008 on education and lifelong learning statistics to cover a restricted data collection on CVT in enterprises; Dec. 2010: Bruges Communiqué on enhanced European Cooperation in Vocational Education and Training for the period based on relevant and reliable data from Eurostat.

3 Introduction Presentation in two parts (CVTS, LFS) for discussion on the: Approach, scope and planning for the review of the 2015 CVT data collection and its consecutive waves; Scope and planning for changes for the LFS education variables; Overall approach for further integration of EU lifelong learning statistics. Taking account of related initiatives: Modernisation of social statistics discussed at DSS level: towards an integration of the AES variables in LFS sub-samples? Tests on improvement of LFS educational variables ( ) Implementation of ISCED 2011 foreseen from 2014.

4 Approach for the review of CVTS
Review potential alternative EU data sources providing CVT data on: volume and other characteristics and, Individual and enterprise costs and strategies (incl. outcomes and quality) : More concretely, in the context of the Bruges communiqué, review of sources and needs on enterprise-provided activities: Existing household surveys (AES or LFS) for volume and characteristics as well as individual costs and strategies; Existing enterprise surveys within the ESS with slight adjustments and/or quality improvements e.g. LCS for enterprise costs (incl. receipts and contributions) Consider a module to be attached to other existing data collections (ESS, Cedefop, Eurofund) for enterprise strategies

5 Scope of the review of CVTS
Main components of CVTS to be reviewed: Notes: - Footnotes available in the Circa document for this item - Other criteria for the selection and assessment to be further defined - Needs for statistics on skill assessments and skill needs to take account of the future of PIAAC and CEDEFOP pilot survey on enterprise skill needs.

6 Planning for the review of CVTS
Future discussions on the basis of: - a detailed proposal by Eurostat; to the Commission services and then to Task Force & ETS WG - policy needs and outcomes of the rolling review on education and lifelong learning statistics.

7 Approach for the review of LFS education variables
Two sets of LFS educational variables to be reviewed in 2012: Participation in education and training (harmonisation of concepts and further integration of AES and LFS) Educational attainment This is linked to: On-going tests on the improvement of LFS variables on participation Implementation of ISCED 2011 and related guidelines on educational attainment (see item 7.6)

8 Scope of the review of LFS education variables (1)
Changes in primary variables on participation (EDUCSTAT and COURATT) Formal and non-formal education and training (in line with AES):  implies revision of CLA on the basis of AES and ISCED Under-estimation of leisure learning activities and Impact on questionnaires and on time series. Reference periods (4 weeks, 12 months): months instead of 4 weeks (in line with AES); Modernisation of social statistics (AES variables into LFS subsamples). Related secondary variables and output requirements: Review of secondary variables (incl. frequency of delivery and age). Better integration of education and employment variables: 'apprentices‘ i.e to be isolated in variable on reasons for temporary contract - Currently: “period of training (apprentices, trainees, research assistants, etc.)”

Implementation of ISCED 2011 (from 2014, see item 7.2) Codification scheme for the variable on educational attainment Introduction of a variable on orientation ISCED 2011 foresees a 2nd digit for the orientation of programmes This would not require adding additional questions to interviewees for most of the countries (derivation possible already in 22 EU countries) Adjust the codification of the variable on ‘fields of education and training’ at the same time.

10 Planning of the review of LFS education variables
Participation in education and training: 2012 quarter 2: decisions in ETS and LAMAS WG Educational attainment : Sept. 2011: Implementation date for ISCED 2011 discussed by DSS Dec. 2011: first proposal for discussion in the ISCED Workshop and LAMAS WG 2012 quarter 2: final decision by ETS and LAMAS WG

11 The ETS delegates are invited to comment:
On the overall approach for further integration of EU lifelong learning statistics; On the future of CVTS (scope, approach, planning) Detailed proposal by Eurostat to the Commission services and then to Task Force & ETS WG Policy needs and outcomes of the rolling review on education and lifelong learning statistics. On the future LFS educational variables (scope, planning): Participation in education and training (formal/non-formal, reference periods, apprentices) Educational attainment (ISCED 2011, orientation, fields)
