In 2009, Congress passed the American Recovery and Reinvestment Act as an effort to jumpstart the Nation’s economy, create or save millions of jobs, and foster transparency and accountability in Government spending. Congress appropriated $720 million to upgrade land port facilities along the northern and southern borders, $420 million of which was allocated to DHS to modernize its CBP-owned LPOE portfolio Characterized as smaller ports, the CBP-owned portfolio has suffered from severe dilapidation and outdated security and technology infrastructure Due to competitive procurement processes and effective design standards, CBP was able to net a significant cost savings of which $21 million was reprogrammed towards shovel-ready projects at GSA-owned ports and $35 million was returned to Treasury The U.S. Northern Border is home to 28 of the 31 CBP-owned ports addressed by ARRA 13 CBP-owned ARRA projects completed since the last TBWG 1 completed already in FY 2013 2 scheduled for completion in FY 2013 Q1 and Q2
