Clear strategic direction achieved with an effective interaction between strategic and operational groups Willingness of partners to contribute, commit and share expertise Staff time to complete key tasks including curriculum mapping, data analysis Challenges of undertaking partnership task with differences in partners’ policies, processes, and paperwork

inclusive membership, participation and attendance (including FE, HE, local authorities, third sector, WfA) Curriculum comprehensive range of provision meets DCELLS priorities encourages learner progression to further or higher provision or employment use of technology to increase access support the use of credit

ACL Policy and Partnerships
80 per cent of the total funding devoted to prioritise the following groups of learners: anyone aged 16 and above accessing an ACL basic skills and/or ESOL programme, including contextualised basic skills and citizenship courses; those who are not currently in education, training or employment and are in receipt of state benefits or support (excluding state retirement pension); or those aged 50 plus who are not in full-time employment.

ACL Policy and Partnerships
20 per cent of allocated funding for innovative provision based on locally determined needs, both in terms of targeted groups, and curriculum offer progress towards the accreditation of all ACL provision taking account of Credit and Qualifications Framework for Wales (CQFW) developments, including the Quality Assured Lifelong Learning (QALL) pillar of the framework
