2 Commission Regulation 753/2004 as regards statistics in science and technology adopted in 2004
data for the reference year 2003 to be delivered in line with the Regulation No 753/2004 R&D expenditure in HES to be reported on annual basis with transmission delay within 10 months of the end of the calendar year R&D expenditure in HES further broken down by source of funds to be reported on bi-annual basis with the transmission delay within 18 months of the end of the calendar year → data will be however collected on annual basis

3 R&D data collection in 2005 Harmonised OECD/Eurostat R & D common core questionnaire under construction for 2005 Close co-operation with OECD (also linked to the Memorandum of Understanding signed in 2004) R&D expenditure in HES broken down by source of funds for the reference year 2003 will be transmitted to Eurostat in June 2005 Preliminary data for R&D expenditure in HES for the reference year 2004 will be transmitted to Eurostat in October 2005

4 Sources of funds are broken down in accordance with the recommendations of Frascati manual:
Business enterprise sector Government sector Higher education sector Private non-profit sector Abroad Data on R&D expenditure by source of funds has been collected for the reference year 2002 for the first time by Eurostat (EU-15). OECD data is used for the reference years before 2002.

5 National survey methods
To collect data in HES countries are using the combination of sample / census surveys and administrative data sources HES institutional coverage In line with the FM recommendations University hospitals and clinics: the majority of the countries included those in the HES Post secondary education establishments: this varies across countries: often excluded or in some countries art schools and colleges are included Border-line research institutions: in general the research institutes attached to universities are included

6 Data availability R&D expenditure by source of funds available in majority of the countries on annual basis; for some countries the data is only available on a bi-annual basis (DK, GR, SE); IT: a new survey on the universities to be developed and tested R&D expenditure in HES: from the reference year 2003 available for all the countries CONCLUSIONS: New Regulation no 753/2004 → progress on data availability and quality Harmonised international R&D questionnaire under construction
