The approval rate was slightly up compared to the second recirculation Sponsor Ballot, the number of comments was slightly down. The group resolved all comments during the intervening telecons, prepared Draft 11.0, and started a new recirculation on April 22. The Ballot closed with 96.6% approval and 119 comments, see below.
