Change does not just happen. There must be reasons or conditions for these changes.

When change happens with laws and policies, individuals or groups have specific objectives in mind that they wanted to achieve.

The results of the actions need to be tracked and measured.

Even the best planned and thought-out actions can have unintended results
Actions can have a range of effects on various groups of people
