Why set a target? Drives policy and keeps the issue high up the agenda
Without it there is a real risk that SHS is seen as being ‘done’ Scotland has set a target to be ‘smoke-free’ (<5% adults smoking) by 2034 Scotland also has a target of reducing the proportion of children exposed to SHS by half (from 12% to 6%) by 2020 (compared to 2012 figure) [This is a global first!] Should England and Wales be setting similar targets? Should Malaysia?

Suggestions for targets
Measurable evidence of SHS exposure (salivary cotinine > limit of detection) What population? All NS adults? Children? Self-reported exposure at home Self-reported smoke-free home rules? By self report we’re currently at about 6% (?) in Scotland – but 79% in Indonesia and 40% globally… Scotland and the UK can be ambitious and provide an example to the world - how about: “No child is exposed to SHS in their own home by March 26th 2026” (20 years after SF public spaces law in Scotland)
