Allows colleges to apply for waiver allowing classes of and 2020 to meet graduation requirements of WAC (20 credits cohort) instead of WAC (24 credit cohort)
If approved permanently changes institutions graduation requirements for classes of 2019 & 2020

July 1, 2015 and June 30, 2017
