3 Proposal Add the following text to Annex H.1.2: STA may access MIH services in state 1 or state 3 or both depending on the service. MIH IS may be accessed in state 1 through management frames defined in P802.11u or using layer 3 capabilities. MIH ES and CS services messages are delivered only in state 3 therefore using layer 3 mechanisms. When the AP receives an information service request from the non-AP STA in state 1 (GAS initial request (Req) in management layer frames) it proxies the request to the IS server. The AP may use a default IS server, may use a predefined list of IS servers or it may discover it (using a bootstrapping mechanism or DHCP/DNS, this is FFS). P802.11u defines the GAS Query ID which the AP uses to match the query from the non-AP STA with the response from the advertisement server. For MIH ES and CS services messages are delivered using layer 3 frames, therefore the AP only looks into the payload in order to find out the address where the frame is to be forwarded to. The non-AP STA discovers the address of the CS or ES services using mechanisms defined in P802.11u. 21-05-xxxx
