1 "INTER-AMERICAN BIODIVERSITY INFORMATION NETWORK (IABIN)"
Comp 3: Tools for Decision-Making (Value-Added Information Products for Decision Makers) Fifth IABIN Council Meeting __________________ May 9-11, 2007 Punta del Este, Uruguay

2 Tools for Decision-Making
Decision-Making Session Objective: Review implementation of the “Tools for Decision-Making (Value-Added Information Products for Decision Makers) Component” of the IABIN-GEF Project Analyze and, if appropriate, endorse priorities recommended at the Bogotá meeting

3 Tools for Decision-Making
Objective: Develop value-added tools to help guide environmental management, biodiversity conservation, and sustainable development decision-making processes throughout the Western Hemisphere using data and information generated by the Network Integrate and provide access to socio-economic and geo-spatial data relevant to biodiversity Visualize and analyze data and information (e.g., dynamic map showing actual and predicted spread of a invasive species across several countries) Utilize data with models to develop scenarios (options and consequences) for decision makers

4 Tools for Decision-Making
Things to consider: It is important to keep in mind that Component 3 has limited funds (500K) and, therefore, we need to be strategic when using its resources to ensure it is demand-driven and responds to priorities established by the countries This component should generate a tangible impact in terms of having national authorities better understand the need to have adequate, scientifically sound, and timely available biodiversity information. This should translate into concrete support by these authorities to national, sub-regional, and regional initiatives (i.e., IABIN) charged with generation, dissemination and promotion of the use of this information

5 Tools for Decision-Making
At the IEC Meeting in June 2006 the following decisions were made: The IEC members, on behalf of the countries, requested to have a direct involvement in identifying the themes to be addressed by Component 3 of the IABIN-GEF project The IEC stressed that value-added tools for decision-making should be linked to data and applications generated or developed by TNs The IEC approved the Secretariat’s proposal to carry out a consulting process with the countries to identify the kind of value-added tools that would be useful for decision makers

6 Tools for Decision-Making
At the IEC Meeting in June 2006 the following decisions were made: The IEC approved to carry out an analysis of the decision making tools that are already in existence in the market IEC established that 2 to 4 decision making tools proposals should be funded

7 Thematic Priorities Recommended for Comp. 3
Problem Weighting G1 G2 G3 G4 Priority Management of mechanisms for biodiversity conservation 1 No. 1 Deforestation Deforestation at an unsustainable rate 2 Unsustainable use of natural resources No. 2 Invasive species 3 No. 3 Species distribution Design of a communication and education strategy to disseminate knowledge and promote the sustainable use of biodiversity

8 Tools for Decision-Making
Next steps: Council endorses recommendations or suggests new priorities RfP prepared by the Secretariat includes priorities adopted by the Council RfP is published a week after the Council Meeting and a month (or 1.2 month) are allowed for proposals to come and be evaluated 2—4 proposals are funded Development of Tools for Decision-Making starts
