Neighbourhood Plans Localism Act 2011
Community led framework for guiding growth and development of an area Carry substantial weight in decision making, when ‘made’ will form part of the Development Plan for Daventry District Informed by a vision for the area and local opinion, but must be backed up by evidence Opportunity to shape and influence development, content can be wide ranging Can define village confines and designate local green space

Neighbourhood Plans Can allocate sites for development, but no obligation to do so – if do technical evidence needed Must support sustainable development, cannot say ‘no’ to development Statutory process to follow Requires significant voluntary commitment from steering group members Will involve informal consultation with community, two stages of formal consultation, an independent examination and local referendum Receive 25% of CIL receipts from development within the neighbourhood area when plan is adopted

Key stages & who’s responsible
Steering Group DDC Stage 1: Establishing a Steering group Including Parish Councillors and other members of the community Stage 2: Defining the Neighbourhood Area Stage 3: Preparing the plan Gather Evidence Engage with community on issues Start to draft document Option to liaise with DDC SEA screening at early draft- DDC carry this out Stage 4: Pre-submission publicity and consultation – led by ‘Qualifying Body’ (Reg 14) Consult on Draft Plan and invite representations- 6 week consultation Consult with statutory bodies (listed in 2012 regulations e.g. Historic England, DDC, NCC) Stage 5: Submission to DDC (Reg 16) Consultation statement, basic conditions statement and SEA statement submitted DDC check If regs met- 6 week consultation (those who responded to pre-submission plus statutory) Appointment of Independent Examiner (Joint decision) Stage 6: Independent Examination Stage 7: Community Referendum Referendum organised by DDC Majority support required Stage 8: Legal force Forms part of Statutory Development Plan

Some key questions when starting out
What are the issues that need to be addressed? Is there a clear vision for the area i.e. where do we want to be by 2029? Are you familiar with the statutory process? National Planning Practice Guidance is helpful Do you have sufficient resources; Skills, time, wider community support? Access to support and/or finance? Are additional resources needed? Project manager to lead the process? External consultants? Do you know all the key stakeholders and partners? How will you engage and involve the whole community? Questionnaire at start of the process? Declare any conflicts of interest early in process Set a clear vision What are your objectives? Develop policies

What support can Daventry District Council provide?
The Council will: Provide informal comments during the initial drafting of the plan Share available evidence Undertake a housing needs survey (where necessary) Undertake an SEA screening of the draft plan Provide details of statutory bodies for consultation Provide formal comments at Regulation 14 stage Undertake Regulation 16 consultation and provide further formal comments Assist with appointment of the examiner and liaise with examiner during examination Organise and run the referendum
