Background The CYPFEIF and ALEC Fund was developed from two previous Scottish Government funding streams: the Third Sector Early Intervention Fund and the Strategic Funding Partnerships. Core funding applications were managed and assessed by the Scottish Government in 2015, with funding starting in April 2016 and running until March awards totalling almost £14m were made to 118 organisations for , with the levels of funding for still to be confirmed by the Scottish Government. This funding is all being used to support infrastructure or core services. The Foundation is managing the administration of this funding.

How much and when £2 million over two years – starting April 2017 until March Your project can run for any period between these dates. The Scottish Government is expecting to make between 20 and 30 awards: if there are 20 awards the average award will be £100,000 over two years; 25 awards the average award will be £80,000 over two years; 30 awards the average award will be £67,000 over two years.

Funding criteria So what type of organisations can apply and for what type of work?

Are you eligible? “Registered as a charity with the Office of the Scottish Charity Regulator (OSCR).” “Able to demonstrate national impact, either in their original scope, through their impact on a national organisation or through effective plans to actively share their learning at the end of the project.” If you are not registered as a charity with OSCR your application will not be eligible.

Fund themes Promoting parenting and family skills as set out in the National Parenting Strategy. Contributing to reducing the attainment gap through early/family learning and out of school approaches. Improving life chances for looked after children. Improving the safety of children and young people. There are four ‘fund themes’ which the Scottish Government has decided are the focus of this project funding. These are a lot narrow than the criteria for the core funding as there is a lot less money available. If you decide to apply, in the application you are asked to pick the fund theme that

“Applications must explicitly use early intervention and/or prevention principles to address the outcomes and must be consistent with the overarching principles of GIRFEC and equalities.” “Priority will also be given to projects that will successfully address inequalities.”

What is a project? “……..a clearly described, time-limited piece of work with a specific set outcomes and objectives, and a clear exit strategy to describe what happens at the end of the project.” Unless there are exceptional reasons, the Scottish Government does not envisage the continuation of funding for projects that have received funding before, either from the Scottish Government or by other funders, nor for on-going existing service delivery.

Types of approaches a) Innovative approaches.
a) Innovative approaches. b) Evidenced projects for improving services. c) Stand-alone pieces of time limited work. More detail about each of these approaches is given in the general guidance notes. It is worth noting that the Scottish Government has said they expect applications for the first and third approaches to be for ‘modest sums’.

Applicants will need to clearly demonstrate their longer term plans for the work and to mitigate any impact on the beneficiaries once the funding has come to an end. For example, the plan may be for the approach to be subsumed into core services (potential funding for this should be considered in the application) or the aims of the project may be purely to be delivered within the set timeframe. A number of factors can contribute to work carried out within projects becoming sustainable and we would expect strong applications to have good business planning that addresses some or all of the following: strong relationships with partners, communities and policy makers monitoring, evaluating and actively communicating the project's impact business development skills to embed, share and spread learning continuity of staff and/or volunteers the development of a diverse continuation funding package with several income streams.

What will not be supported
Ongoing projects. Core services. Projects that will not have national impact. Projects with more than 10% of costs being for overheads.
