2 About HTMA We are the trade body for the UK highways management and maintenance industry. Formed in 2005 to promote the positive contribution that the highways management and maintenance industry makes to the nation. 21 full and currently 13 associate members who account for over 80% of the highways maintenance workload undertaken in Great Britain – in excess of 190,000km of roads. The industry employs around 30,000 people and the annual value of works is over £3.6 billion.

“An efficient, effective and sustainable highways management and maintenance industry for the social, economic and environmental benefit of the communities in which we work.” Our Strategy “HTMA aspires to be the leading voice of the highways term management and maintenance industry, promoting its overall image, sharing knowledge and feedback, fostering best practice and improved industry standards, whilst influencing government and other stakeholders’ policies.”

6 Committed To The advancement of highways management and maintenance and the creation of a comprehensive vision for the industry to help it meet future challenges; Providing a high quality and relevant service to its members; Being a valued source of assistance and advice; and Enhancing public perception of highway maintenance and helping the industry continue to raise environmental, safety and other standards.

7 Structure Working Groups – Consisting of representatives from member organisations, their remit includes the sharing of knowledge and best practice and developing guidance and best practice documents for approval by the Committee. Each Working Group has an Executive owner from the Executive Team and a Chairman nominated by the Committee. 9 Fatigue T&F group HTMA task and finish group set up on working hours in TM & Highway maintenance Initial PID agreed to look at size of issue Invited TMCA to join the group HSE kept informed

10 Fatigue T&F group Highways England then issued a draft of IANs 189 & 190 on fatigue 189/16 policy on managing fatigue 190/16 guidance on managing fatigue Initial implementation date was April 2016 Following telecon with industry, HSE and HE this was changed to December 2016

11 Fatigue T&F group 189 & 190 introduced the HSE’s best kept secret the fatigue index calculator Also set targets for fatigue and risk IAN was a misuse of the fatigue tool - HSL agreed Various meetings between HTMA, HSE, HE and TMCA HSE suggested industry worked with HSL

12 Fatigue T&F group HTMA & TMCA commissioned HSL to carry out a report on fatigue – TMCA deserve the credit Looked at 4 work areas TM Surfacing Road Markings Winter & cyclical maintenance HSL ran 4 focus groups in Jan/Feb 2017

13 Fatigue T&F group 48 people attended the 4 focus groups and were asked a set of questions HSL then asked for the fatigue tool scenarios we had produced Also asked for shift patterns of the 48 attendees Following numerous meetings HSL produced their final report Report includes a process map but no fatigue targets

14 Fatigue T&F group There are now 4 industry groups working on guidance using the HSL report HE have attended a meeting of the main working group Industry guidance to be published in 2018 HE looking at replacing the IANs with a CHE memo

15 Fatigue final thoughts
The IANs raised the profile of fatigue Fatigue can have serious H&S consequences Long hours don’t necessarily mean a person will be fatigued Education of the warning signs and consequences is essential
