Objectives of the study
Collecting the needs of the EPAN (currently only eGovernment WG) for an “EPAN Good Practice Information System“ (GPIS) which could be useful for the EPAN members for all the administrations at the different levels of the EU. Analyzing existing or planned "Good Practice Information Systems", in order to propose some ways to assure, using one or a combination of the existing or planned systems, the management of good practices in the different areas and at the different levels in the most efficient way, both for providers and users. EPAN, eGov WG, EPAN GPIS
4
Limits of the study This study does not aim at developing a new "Good Practice Information System" for the EPAN by "reinventing the wheel". This study is a short term mission (started 20/01/2005), with very limited number of person days. This study is focusing on the global, pan-European, and most known GPIS. Trying to build a comprehensive, and extremely large, list is not the goal of this study. EPAN, eGov WG, EPAN GPIS

Approach and timing of the study
January February March April May June we are here Presentation and discussion during the eGovernment WG meeting (12-13) Inventory and synthesis of documents describing, on the one hand, the EPAN needs and, on the other hand, existing or planned "Good Practices Information Systems“ (e.g. eGovernment : eEurope Awards, EC DG Enterprises IDABC eGovernment Observatory, EC DG IS Good Practice Framework), as well as contacts by the Consultant and LU with members of the eGovernment WG, the EIPA and the European Commission. First proposal for the "EPAN Good Practices Information System" Presentation and discussion during the DG meeting (09-10) Final proposal for the "EPAN Good Practices Information System" Progress report and discussion during the eGovernment WG meeting (24-25) EPAN, eGov WG, EPAN GPIS

Logical & pragmatical approach
Existing or planned GPIS ... Already received Expected for performing our analysis Multi-criteria Multi GPIS datasheet One consolidated answer per country Internet research Additional research Direct contacts 1 2 If necessary If necessary Questionnaire analysis & consolidation Survey Research + Understanding of respective evolutions, Homogeneous demands ? Similar feedback ? Options 3 Possible scenarios Possible cooperation with EC initiatives EPAN, eGov WG, EPAN GPIS

Our understanding of what a GPIS is …
A GPIS is far more than a simple database ! EPAN, eGov WG, EPAN GPIS

Assessment criteria’s (Internet research)
A certain number of criteria’s have been used to conduct a first assessment of the main Good Practice Information Systems (GPIS) or other relevant initiatives for the European Public Administration Network (EPAN) Scope Objectives of initiative Volumes History / background Integration with external sources Languages Multi-criteria Multi GPIS datasheet Document life cycle Added value etc. Target group Technical matters Resources EPAN, eGov WG, EPAN GPIS

Questionnaire’s status
Some answers to the questionnaire have been received. We thank all countries who already answered for their contribution to this study. For making the synthesis as relevant as possible, it would be useful to get more answers in the two coming weeks. EPAN, eGov WG, EPAN GPIS

EPAN IPSG activities related to GPIS - 1
11 02 2005 An exploratory meeting was held between Information Society and Media DG (Good Practice Framework, GPF promoters), GERMANY, for the IPSG, Deloitte Consulting (as an observer for the Luxembourg Presidency). EPAN, eGov WG, EPAN GPIS

EPAN IPSG activities related to GPIS - 2
17 02 2005 IPSG has decided during its meeting in Amsterdam (11-12/11/2005) : “Germany is asked to explore the possibilities of working together with the European Commission” A second meeting, including Bearing Point (GPF contractor), will be organized by Germany to discuss further the possibilities of co-operation with the European Commission. A specific survey will be set-up for IPSG members. EPAN, eGov WG, EPAN GPIS
14
First concrete and generic findings
Many GPIS are not really databases but only (static) web sites English is the most common support language (site & cases) Transferability, and reuse, are not primary concerns No standardized template, for case documentation, seams to be emerging Data are not that recent (not necessarily an issue) Determining if a GPIS is regularly updated is not easy For discussion EPAN, eGov WG, EPAN GPIS
