Three key tasks: Overview of the multi-sectoral response to domestic violence at the local level - focus on services in judiciary, health and social sector (defining the minimum standards/unit cost and bearer of the cost) and referral pathways; Estimate cost of multi-sector response to domestic violence in BiH at local level: Direct tangible costs (costs beard by institutions/general services; costs beard by NGOs/specialized services; cost of missing services) Indirect tangible costs (costs beard by survivors, opportunity costs to society) Develop recommendations on how to address gaps in funding Focus of the Cost analysis in Bih

4 The cost of all services (from all the institutions) within the referral mechanism is 2.102,20 KM per victim. The estimated total cost on BH level would be 27.66, million KM annually for a total of victims for services provided as per current practice by institutions in cases of DV. In terms of an “out of pocket” costs for individual victims, the average annual financial costs that the victims finance from private sources amounts 395 KM per victim, i.e. at the level of BH 5.21 million KM annually. Opportunity cost of domestic violence is estimated to be around KM per victim per year (at BIH level estimated at million KM). Total costs

6 Limitations Relatively complex information requirements: since this is a new method of calculating costs, and although questionnaires submitted to institutions contain relatively few issues, the request for information was relatively complex. Insufficient understanding and lack of program budgeting experts in institutions: All institutions did not fully understand the objectives of the analysis and the planned approach to cost estimates. Lack of the necessary records of victims of domestic violence: This is one of the biggest problems in the research. All institutions do not have records on the number of victims and the number of interventions or services provided. Institutions do not have records on the consumption/utilization of human and material resources for the provision of individual services, which is why these categories are most often roughly estimated on the basis of experience. There is no system of tracking and keeping statistics on DV survivors (either the systems are not uniform or do not exist at all, and when they do they are not even harmonized at the level of protocols or individual institutions). As a result of all constraints, the analysis did not allow a comprehensive estimate of the cost of all individual services provided by each individual institution of the reference mechanism. Instead, the total and average costs of institutions per victim were estimated.

7 Limitations Budget classification, i.e. programming budgeting has not yet been carried out in all locations, nor do service providers have a clear idea of the amount of money allocated from the budget for all activities of the institution to prevent domestic violence (not only pay but also training, advocacy, etc.). A component of domestic violence is not seen separately in the budget data. Social protection: The data of public institutions in locations does not always include a unique number of users or the type of activity involved in the service. Assumptions were used to define the frequency of these costs. Mental health costs can also not be currently calculated due to lack of basic input data. Health: Institutions within the healthcare system do not collect systemic data because patients are often not identified as victims of violence.

9 Next Steps Need to address the issues of:
Insufficient coordination of the referral mechanism, ie insufficient coordination of data exchange between the institutions on the ground Need to improve collection and analysis of GBV related data at all levels in all institutions This study focused on analyzing the cost of what is being spent now, future studies should focus on what may be anticipated over a time period if governments and communities do not take action Future studies should also focus on estimating the cost reductions, or the potential gains, that could be achieved with reductions in the levels of violence as a result of implementing local, regional, national, coordinated action (type of cost benefit research) Next Steps
