5 PERSPECTIVE 1: Robert Katz 1955
The Skills Approach emphasis is on skills and abilities that can be learned and developed for future leadership (Northouse, 2007). Proposed by Robert Katz in the Harvard Business Review, titled "Skills of an Effective Administrator" from 1955, recognizes three different abilities that a leader should have.

TECHNICAL - having knowledge about and being proficient in a specific type of work or activity HUMAN - having knowledge about and being able to work with people CONCEPTUAL - the ability to do the mental work of shaping meaning of organizational policy or issues (what company stands for and where it’s going)

The Skills -Based model model is characterized as a capability model because it examines the relationship between a leader’s knowledge and skills (i.e., capabilities) and the leader’s performance (Mumford, Zaccaro, Harding, et al., 2000, p. 12). Leadership capabilities can be developed over time through education and experience ( Northouse, 2007).

15 Cons Pros By including so many components it becomes more general and less precise The theory is not a good predictive theory Theory claims not to be a trait theory however it lists major components that are trait-like Theory was constructed by studying military personnel and has questionable application to other populations Describes leadership in terms of skills that makes leadership available to everyone It is an expansive view of leadership that incorporates a wide variety of components Consistent with the curricula of most leadership education programs
