5. Checklist for Improved Quality of Recommendations
Uses the definition of a recommendation in accordance with the UNEG norms and standards
2. Identifies 4 areas recommendation’s development and ultimately its use:
process of formulating recommendations;
structure of the recommendations;
content of the recommendations; and
implementation and follow-up of the recommendations

3. For each of the above 4 phases, the checklist presents mandatory and desirable criteria. 4. It complements the UNEG Good Practice Guidelines for Follow up to Evaluations

7. Challenges and considerations
Reaching consensus that meets requirements and perspectives of individual UNEG members
Role of stakeholder participation in formulation/validation of recommendations vis-à-vis independence of evaluation functions

8. Way forward Proposal 2017-18 workplan
Present final draft document to wider UNEG group – May 2017
Revise and finalize document based on comments received.
Submit for endorsement by UNEG Executive Group
