TC3 - AASHTO Technical Service Program for Training
It has been said that we are all in the business of building and preserving our nations Highway System. In order to successfully do that, we must collectively build and preserve a high quality transportation workforce (for today and tomorrow). The current economy demands that transportation agencies find creative solutions and cost effective ways to address the existing needs of our transportation system, this also applies to the evolving demands on developing our workforce. Our highway system is only as strong as the workforce that manages it. AASHTO has many Technical Service Programs that operate through pooled fund contributions by the states. Programs such as AMRL (which is now called - AASHTO re:Source), NETPEP (which is now called - AASHTO Product Evaluation List). The TC3 is AASHTO’s TSP for training and was established in 2013. What is TC3? AASHTO’s Training TSP
Transportation Curriculum Coordination Council (Established in 2000 – joined AASHTO in 2013) Technical Workforce Development National Coordinated Approach Leveraged Resources Growing – relevant curriculum Cost-Effective Course Development Process The TC3 was originally formed as a federal pooled fund program in 2000 for the purpose of improving training opportunities for the transportation technical workforce. The TC3 moved to AASHTO as a Technical Service Program in the spring of 2013, to continue their focus on the STATES and providing national training resources. The Technical Service Program model is also a Pooled Fund program primarily supported by the State DOTs.

Products and Services Developed Through Collaboration
Employee Competency Matrices Comprehensive Web-Based Curriculum State Sharing Program Mobil Application Considering National Training Video Repository. The TC3 has a number of quality products and resources to support the transportation industry. The first is our Employee Competency Matrices which were developed to identify the core competencies of the technical workforce, and help guide the development of our course content. We are working to provide interactivity between the Matrices and the curriculum to assist users in identifying appropriate training. Next is our Web Based Training Curriculum which has grown to over 120 courses, with a commitment to develop 25 new course hours per year. Our State Sharing Program is very popular for contributing states that have their own internal LMS systems. In January of 2014 we released a Mobile App which originally was intended to share information with our customers but is now evolving to host training videos and mobile job aides supporting our on-line courses.

Curriculum Benefits Knowledge Checks
Knowledge checks are important to ensure the student is learning the material. Right now you earn a certificate of completion for the courses. We are evaluating adding formal tests and quizzes into all modules in order to consider course use within inspector certification programs.

State Contributors While in the FHWA Pooled Fund we averaged states annually. The first there years at AASHTO we have had 28, 31, 33 states supporting the TSP. We will be targeting those western states in the year ahead.

Curriculum Growth Updates and New Courses
Curriculum Updates in 2016 (30 60 hours) New courses in 2016 80 hours) New courses under development (25 40 hours) The curriculum of courses is our Base Asset. Our course content represents national best practices by using a national network of subject matter experts. Our commitment is to regularly update the existing curriculum and continue to expand based on AASHTO Member input. We came to AASHTO with a curriculum of 80 courses, in 2015 we updated hours. In 2016 we updated the remaining hours to bring up to current practice and converted to a new TC3 Course template. We continue to expand the curriculum as identified by our contributors. In 2016 we have released 40 new courses with 80 hours of web learning, and we have an additional 25 courses with over 40 hours of web learning currently under development. In just three years since joining AASHTO, we have almost doubled our curriculum hours.

Tools and Products Perfectly Paired with TC3 LMS
In January of 2014 we released a TC3 Mobile App to provide more convenient access to our products and information for our customers. We are looking to expand the functionality of the Mobile App to provide access to Mobile Job Aides incorporated into our training modules. In August of 2015 the TC3 developed and released a new AASHTO based website. Both of these tools have been linked together with the Bookstore and LMS for seamless integration of all of these tools.

New Tools and Resources New Curriculum Hosting System
Our most significant accomplishment during our first three years was the construction and the August 2015 roll-out of AASHTO’s new Training Learning Management System. The TC3 curriculum had been hosted on the NHI website since When we became a TSP in 2013, we committed to build our own LMS within 3-5 years. We accomplished that goal in just over two years. We partnered with AASHTOWARE who had purchased a base LMS system and expanded it to serve the TC3 needs. We also partnered with the AASHTO Bookstore to leverage the excising e-commerce site used for publications purchases. We have integrated these two systems together to allow for course purchasing, on-line training and the tracking of training accomplishments for our customers.

Customer Trends Increased Use of Courses
State Sharing Partners From 10 to 25 states since 2012 Customer Contacts From 1000 to 90,000 + in 2016 Students served 90,000 through 2012 Over 130,000 through 2016 Since 2013 we have grown our contact list to over 90,000. This includes the complete AASHTO family, our TC3 registrants and we have recently partnered with Roads and Bridges where we have access to their full mailing group of over 60,000 across the Transportation Industry. We have seen a steady increase of students taking TC3 courses, we expect this number to grow as we continue to expand our curriculum.

Customer Trends Best Year Ever
This shows the pattern of students since for calendar year 2016 where we have had over 12,800 courses taken. Over the last four months we have seen increasing record users of the TC3 Training. We expect this to continue through the winter months as many individuals take advantage of this time to enhance their skills and knowledge as they prepare themselves for next year’s construction season. The interest in the curriculum is growing, this is a very good sign for the sustainability of the program into the future.
