2 Finland’s dual approach to the implementation of the 2030 Agenda
Society’s Commitment to sustainable development Adopted in 2014, updated in 2016 in the spirit of the Agenda2030 Negotiated by a multi-stakeholder National Commission on Sustainable Development Provides long-term sustainable development policy framework (a vision, principles and 8 objectives) for the public administration, civil society and other stakeholders up until 2050 Provides an implementation tool for companies, organizations, schools, municipalities, citizens – anyone – to participate in the implementation of the Agenda with concrete action Government’s Implementation Plan for 2030 Agenda Adopted by the Government in February and submitted to the National Parliament Two focus areas with concrete measures that the Government is committed to Policy principles and follow-up and review mechanism beyond Government terms Integration of SDGs in state budget planning since fall 2017, mainstreaming Agenda2030 in state budget Guidelines from Prime Minister’s Office to line Ministries to integrate SDGs into budgets, planning and reporting on a yearly basis The Government has adopted the Society’s Commitment as the basis for its work

6 Government Implementation Plan requires external evaluation and outlines need for Sustainability Impact Assessment External evaluation on the state of sustainable development, 2019 to assess the achievements of national implementation of the 2030 Agenda, both in domestic and international policies. Results of the evaluation will be published in February 2019 to guide the discussions around the parliamentary election in April and ensure that the upcoming Government has evidence-based and timely information on the strengths and weaknesses of sustainable development in Finland. Evaluation will also provide comprehensive data and analysis to Finland’s next Voluntary National Review at HLPF in July 2020. Steps are being taken to explore the inclusion of sustainable development impact assessment in key policy and legislative motions. The existing impact assessment process for bill drafting will be developed to ensure better coordination with sustainable development goals and to identify coherence between goals and between actions undertaken at national and global level.

7 Monitoring progress in a participatory manner
Finland is monitoring the progress with newly updated national sustainable development indicators. Around 50 indicators are grouped in 10 indicator baskets. National indicators have been chosen and the development is being monitored by a multistakeholder expert group led by the Prime Minister’s Office. Only few of the national indicators are from the global SDG indicator framework. National indicators are deemed more relevant, providing more disaggregated and timely data for national decision-makers. Statistics Finland coordinates and collects the national data for the global SDG indicator set. The national indicator development and trends are interpreted by key research institutes and ministries from the perspective of sustainable development. Indicators and baskets are part of the interactive and participatory online follow-up mechanism. It enables a multi-stakeholder discussion on the progress made, on gaps and prospects for future development. This mechanism is an opportunity to bring sustainable development related data, trends and challenges into wider public debate and knowledge.
