2. The Need- Industry
It’s no surprise that many industries in our state are facing the challenge of an exhausted workforce, but population is not the problem.
Creating a pipeline of experienced workers ready for middle-skill jobs is key.
Looking to our English Language Learning (ELL) population to fill this need helps industry and community.

3. The Need- Individuals
Providing a clear, easy path to employment for English Language Learners (ELL) is key to their success.
Family sustaining jobs are key- These jobs require some postsecondary training, but not a 2 or 4 year degree.

4. Partnerships are Key
Coordination of efforts from industry, adult education and training partners like TCSG schools provide a clear path to a career by focusing on language acquisition AND skills training simultaneously to ensure a skilled available workforce.

5. QUOTE:
First, education isn’t just another issue. It is the most powerful force for accelerating economic growth, reducing poverty and lifting middle-class living standards. Well educated adults earn much more, live longer and are happier than poorly educated adults.
When researchers try to tease out whether education does much to cause these benefits, the answer appears to be yes.

6. Integrated Education & Training (IET) In WIOA
For the first time, requires states to provide integrated education and training services.
Sec. 243 of the statute specifies that grants for Title II integrated English language and civics education services must be offered “in combination with integrated education and training activities.”
States can increase postsecondary credential attainment, particularly among workers with low basic skills and low incomes.

7. What Is Integrated Education & Training (IET)?
“…a service approach that provides adult education and literacy activities concurrently and contextually with workforce preparation activities and workforce training for a specific occupation or occupational cluster for the purpose of educational and career advancement” (Final WIOA regulations at 34 CFR §463.35).

Adult Education and Literacy
GED preparation, English language acquisition, Civics education
Workforce Education
Basic academic skills, critical thinking skills, digital literacy skills and self- management skills
Skills necessary for successful transition into and completion of postsecondary education or training, or employment; and
Other employability skills that increase an individual’s preparation for the workforce.

Occupational skills training

11. Integrated English Literacy Civics Education (IELCE) Grant
Integrated English Literacy Civics Education (IELCE) Grant (Title II, Sec. 243)
For English language learners, including professionals with degrees and credentials in their native countries
225 Students
10 weeks
Monday – Friday
Morning Schedule: Technical Course
Afternoon Schedule:
English language and contextualized instruction
Instruction on the rights and responsibilities of citizenship and civic participation
Friday: Internships

Comp Tia A+ – Computer Service & Electronics Technician
Microsoft Office Specialist/Entrepreneurship (taught as part of adult education class)
Medical Administrative Assistant
Offered through Gwinnett Tech Continuing Education Department

13. WorkSource Specifics
WIOA staff can determine participant eligibility and suitability for WIOA funded training.
Participants must meet Adult Ed requirements i.e. TABE scores, prerequisite college/workplace readiness academy.
Certification courses must be approved by Regional ITA Committees for delivery via Continuing Education and/or credit programs (ETPL inclusion).
WIOA/WorkSource staff can assist in aligning proposals with local and regional Workforce Plans (strategic elements, in-demand industries/occupations).
WIOA/WorkSource can assist in ensuring performance metrics are met/tracked (credential attainment, training related employment, wage target, employment retention).
WorkSource wrap-around services (JobSmart, Resume, Job Search, Job Application Strategies, Interviewing, Salary Negotiation, Elevator Pitch, Community Resources).
WorkSource – Integration of Partners for workforce and economic development.
