Thank you Mr President – I am delighted to report on the ANOC athletes commission over this last year ANOC Athletes’ Commission Tokyo 2018

Governance Documents for adoption Athletes Declaration ANOC Athletes Commission – Terms of Reference, updated 2018 ANOC Continental Athletes Commission Guidelines, updated 2018 IOC/NOC guidelines for forming an NOC Athletes Commission It has been a very busy year with the Olympic Movement being challenged in many area’s so we knew as a commission it was very important to get all our governance documents in place to ensure that in the next few years our Continental Athlete Commissions were recognised, legitmate and democratized and that all Olympic Movement Athlete Commissions were aiming towards best practic governance. These 4 document we hope to be adopted by the general assembly today so we can continue being the recognised voice of all Athletes.

3 Kirsty has already talked to you about the Athletes Declaration I would just like to highlight a couple of points The declaration was created for all athletes by athletes to benefit all athletes not just Olympic Athletes athletes from 190 countries 120 sport disciplines. it’s a frame work to start a discussion around athlete issues. Important as a base document when we start to deal with what is happening in our world and athletes aren’t being able to compete in other countries Fundemental right to be able to compete Practise sport and compete without being subject to discrimination on the basis of race, colour, religion, age, sex, sexual orientation, disability, language political or other opinion national or social origin property birth or other immutable status Second issue unionisation of athletes – this is just a small % of athletes but it also highlights the importance and implementation of this document for ALL athletes to show the Olympic Movement is working with legitimate properly recognised and governed AC’s

4 NOC Athletes Commission Questionnaire
Africa – 14 America – 21 Asia – 13 Europe – 28 Oceania – 14 ANOC sent out AC questionnaires to all NOC’s this year in April and in August. We need to have an updated and accurate data base of AC’s so we can assist and work with AC’s As you can see from the statistics we have a long way to go in some continents and we really need your help and support in this Africa Americas Asia Europe Oceania

2017 ONOC – Fiji EOC – Monaco IOC Athletes Forum 2018 ANOCA – Zimbabwe Panam – Miami OCA – Tokyo 2019 EOC - IOC Athletes Forum - Lausanne

6 3 x meetings 2018 Implementing and reporting on strategic plan created in 2016 Have athletes on every Commission on Panam Sport proving very valuable Recommendations from Forum; 1. All NOC’s have AC by 2020, exec board, voting rights 2. Administration and budget support for NOC AC’s 3. Actively support IOC programs – 365, career+ 4. Support Panam Sports AC to attend regional games 5. Support Learn and Share at regional Games 1 x meeting 2018 1. NOC must have a AC by exec board, voting rights 2. Elections for new OCA AC at next forum 3. NOC Enhance administration and financial support for AC’s 4. OCA ACs and NOC AC work with NOC to adopt and declaration of rights and responsibilities 5. Engage with IOC athletes programs – 365, career+

7 2 x meetings 2018 Strategy leading up to Tokyo 2020 12 members - 2 from last commission Looking to support and educate at the European Games and Winter and Summer Youth Games next year EOC AC forum next year will concentrate on empowering Athletes Commissions. 1. Requesting a Budget so can meet 2 x year implement Strategy to 2020 2. Requestion support for a learn and share space at European Games 2x meetings 2018 Recommendations from Forum; 1. By 2020 NOC to have an AC, seat of exec board with voting rights 2. Elections for the ANOCA AC at next forum 3. The NOC AC lead the Career+ program 4. ANOCA provide administration and budget support so the AC can meet 5. NOC’s provide administration and budget so the AC can meet

Voices Of Athletes education booth was at Micronesian Games – will review and refresh this information for 2019 Identified and are now supporting Athletes Commissions in NOC’s that don’t have active AC’s AC Survey updated and to be sent to all AC's in November 2018. Planning for Oceania Athlete Forum 2019 ANOC AC plan 2019 Implementing the Athletes Declaration Review and improve the NOC Athletes Commission tool kit with IOC AC 3 x Continental and International Forums Encouraging and Supporting NOC AC’s

Social Media Engagement: increasing awareness and canvasing opinions around key issues. Provide and showcase best practice for the Athlete Commissions.
