2 The American System Though Henry Clay was a spokesman for the West, he believed his policies would help all sections of the nation. Clay called his program “The American System.”

3 The American System American System included: A protective Tariff
Internal improvements A national Bank

4 The American System Clay thought the system would:
Provide money to build roads, canals through the tariffs Healthy businesses then could buy more agricultural goods from the South

5 The American System The South could ship there goods North along a more efficient transportation system.

6 The American System Opposition to Clay’s policy:
Jefferson and the South thought the system favored wealthy manufacturers. They saw no benefits from the Tariffs

7 The American System In the end little of Clay’s American System went into effect. Congress created the 2nd National Bank, but it stayed an object of controversy.

8 McCulloch v Maryland The Supreme Court became involved in sectional & states rights issues. The State of Maryland imposed a tax on the Baltimore branch of the 2nd National Bank- a federal institution.

9 McCulloch v Maryland Chief Justice John Marshal held the states have no right to tax the bank because it was a federal institution.

10 McCulloch v Maryland Those in opposition to the decision argued that the federal government can “Coin” money, but the constitution makes no distinction or mentions paper money.

11 McCulloch v Maryland They also argues that at the Constitutional Convention delegates voted not to give the federal government authority to charter corporations and banks.

12 Gibbons v Ogden This case established that states could not enact legislation that would interfere with congressional power over interstate commerce.

13 Gibbons v Ogden This added tensions to sectional issues in that they believed states rights were weakened and the federal government increased its power.

14 Foreign Affairs The War of 1812 heightened American’s pride in their country. Americans also knew they needed peace with Britain and differences had to be put aside.
