What is a County Wide Safety Plan (CWSP) A CWSP is a written set of procedures approved by the Commission to minimize unsafe situations and the potential for confusion among emergency response personnel and the public in a county where more than one Operator has a natural gas Distribution System.

When did the Rule Occur County Wide Safety Plans were authorized and initiated as a new Commission Utility Rule by the GA PSC in 2008. Distribution Certificates Not Transmission Certificates Supports Asset Repository, Compliance Engine and Order Mgmt – Screen design and flow a little more complicated, but will have better control, data integrity Access to UI should be more restrictive; Will be more powerful search capability for assets, orders and compliance

Provisions of the Plan Establish clear safety boundaries of operation for natural gas companies. Establish clearer means of communication between natural gas companies operating within the county and emergency responders.

Outline of the Plan Section 4 - Notification and Map Updating Procedures Detailed map exchanges shall occur within 60 days of plan approval Annual Liaison Activities Other Operators First Responders Appropriate Fire Departments Law Enforcement Agencies County 911 Other Public Officials Identify changes in areas of overlap, areas of close proximity and joint response

Outline of the Plan Section 5 - Procedures Involving Facilities of Another Operator Hold public safety as the highest priority Areas of joint response Response to areas of no facilities - contact affected Operator Authority, but not the obligation, to close the service valve(s) Requirements for departing scene Section 6 - Transfer of Customers As negotiated per County and Other Operator

Outline of the Plan Section 7 - Procedure for Minimizing and Managing Safety Risks Areas of overlap and/or close proximity Install and maintain pipeline warning markers at crossings Patrolling on a quarterly basis not to exceed 4½ months Contact affected Operators a minimum of 48 hours before any non-emergency excavation occurs Monitor GC-1 Notifications to identify potential conflicts Emergencies – Ensure affected Operators Contacted Stay within safety boundaries Fulfill Public Education Requirements Communication of issues discovered to other operator

Outline of the Plan Section 8 - Incorporation of Natural Gas Safety Plan into Operation and Emergency Manuals Section 9 - Training on Emergency Procedures All appropriate operating and emergency personnel shall be trained no later than 120 days after Commission approval of the Plan Name Job Title Itemized and dated agenda for the training provided One copy of all training materials utilized Supplemental training - any modification of procedures or change in personnel where such training is necessary Shall occur within 60 days Section 10 - Procedure for Establishing and Maintaining Liaison

Outline of the Plan Section 10 - Procedure for Establishing and Maintaining Liaison Annual Liaison Should be incorporated with Emergency Manual Liaison To include the other Operators that are party to this Plan Shall occur, at least, during the Annual Liaison meeting for the exchange of maps Update of contact information in Attachments B of Plan Acquainting public officials with emergency procedures Identifying the types of emergencies that may require notification To Public Officials from AGL From Public Officials to AGL Mutual Assistance Incident Command System

Outline of the Plan Section 11 - Review and Updating of Gas Safety Plan Reviewed and resubmitted to the Commission no later than five years Section 12 - Plan Rationale and Assumptions Blanket statement that plan was negotiated in good faith utilizing natural and man-made boundaries and readily identifiable landmarks Section 13 - Requests for Service Outside of Boundary Area Direct the customer to the Operator that can serve Petition to amend the Plan pursuant to the provisions of the Rule

Outline of the Plan Section 14 - Prohibition on Construction or Installation in Conflict with the Plan Prohibited unless the Plan is first amended, approved, and a Final Order is issued by the Commission Attachment B: Points of Contact Public Officials & Emergency Responders Appropriate AGL Service Center Personnel Appropriate Personnel of Other Natural Gas Operators Identified in Plan
