WSHIP Survey 2003 Questions: 1) Who gets screened out of Individual Market? Who signs up for WSHIP? What are the barriers to people entering WSHIP? Where do people go if not WSHIP? What plan designs can we adopt to lower cost? Method: 1750 questionnaires sent to people screened out of WSHIP; survey time August 13-October 3, 2003 Results: 780 returned, 49% of good addresses
