Rationale for Motion to Withdraw WNM Par and 5 Criteria
Par is not specific it is so open that some have claimed in comments that an 11n proposal would be acceptable
In fact it is so open to interpretation that I am afraid the entire process could be hijacked to a completely different purpose then the original intent
The Study Group itself is already actively talking about changing the PAR implying a clear failure in these documents
It was not clear that members were supposed to conduct debate thru the reflector. Significantly more discussion and work is needed in the crafting of these documents.
The no votes were from largely more experienced members
Many who voted yes admit privately they did not read the documents
Many who voted yes and who were not subject experts did not abstain so as to preserve there voting rights for later rounds presuming this ballot would fail
The original intent of the PAR is a great idea and this is needed but not under the wide open mandate of the present wording
