1 Transmission Workstream - EU 3rd Package Update
Chris Shanley

2 Background Currently NG NTS offer a range of data;
2 Years of data is held online ( Helpline ( ) will consider adhoc requests for data over 2 years old Transmission Workstream debate on extending to >2YRs Some appetite amongst users for 5 years worth of data on line Uncertainty, at the time, on EU deliverables & cost elements 1st Bullet: Current offering is post Review Group 140 and subsequent implementation of MIPI system 5th Bullet: Transmission Workstream request was from a small number of shippers but may not have considered additional costs of delivering additional information or the upcoming deliverables as part of an EU 3rd Package. This presentation is intended to satisfy the action to update the Tx workstream on Eu 3rd Package

3 EU 3rd package – What’s new?
EU 3rd Package came into force 3rd September 2009 Required information & associated historic availability is still subject to negotiation NG NTS initial view of 3rd package requirements Increased historic publishing > 2 years, <=5 years More data - potential requirement for 20+ additional data items to be developed: Nominations Entry Allocations Daily Flows at Entry and Exit points Balancing Storage/LNG data Capacity Utilisation EU 3rd Package came into force 3rd September 2009 to act a step towards a regional energy market

4 EU 3rd Package Transparency Project
Aim is to make all new data items available online Either as an individual data item, or As part of a spreadsheet or pdf report available to download A number of functionally/storage options are being evaluated: Extend online to 3 years, >3years via helpline / adhoc Extend online to 3 years but 5 years for Annex 3 (decided 2010), >3 years via helpline / adhoc Extend online to 5 years, with all data items included EU 3rd Package states that each TSO shall keep transparency info for disposal of authorities for 5 years Currently there is some confusion as draft docs then talk about publication of data for 5 years Functional delivery is probably going to be incremental increase to 3 or 5 years rather than full historic data from day one

5 Next Steps Clarification is still being sought on EU 3rd Package documentation By end of 2009 we hope to have a firmer understanding in terms of; Data Items; Exactly what data we will be publishing How the data will be available e.g. via data item explorer or consolidated report Functionality / Storage options Clarification of requirements Progress update in early 2010 Draft UNC Proposal
