When Louisiana was a Spanish colony, the government established “parishes” as a geographical divisions of the Catholic Church
They later formed LA’s government divisions

Common law a system of law where previous decisions made in similar cases were used as guidelines. This was the British system of law.

Louisiana’s Civil Law is based on French and Spanish civil codes. These written guidelines explain how individuals deal with each other.
The judicial decisions are based on these codes.
