Amendment to 2015-2016 Annual Action Plan
Recommendation 1) That the City Council approve submission, to the U.S. Department of Housing and Urban Development (HUD), of an Amendment to the Annual Action Plan to allow for the reprogramming of Community Development Block Grant (CDBG) funds; and 2) Find that the recommended action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sate CEQA Guidelines per Section 15061(b)(3), the General Rule that CEQA only applies to projects that may have an effect on the environment.

Amendment to 2015-2016 Annual Action Plan
Background On July 13, 2015, City Council approved the Annual Action Plan (AAP) for submittal to HUD. The AAP set forth proposed use of CDBG entitlement funds for the coming program year, and addresses the available resources for activities to be undertaken. On November 2, 2015, City Council approved an amendment to the AAP to allocate $530,000 to the Public Works Department for Street Lighting LED Upgrades.

Amendment to 2015-2016 Annual Action Plan
Background The Street Lighting LED Upgrade project could not move forward due to the inability for bidders to meet specific performance objectives. The City’s streetlight design standards need to be evaluated and possibly revised, as they exceed nationally recognized standards. Staff is requesting the $530k in CDBG funds be reprogrammed to a new Public Works project to replace sidewalks and make ADA improvements as needed.
